REPOs sobre salmón congelado : elaboración de padrón y normas BPC para habilitar su transacción en la bolsa de productos de Chile

Abstract

La Bolsa de Productos de Chile (BPC), es una entidad fiscalizada por la Superintendencia de Valores y Seguros (SVS), donde se pueden financiar stocks de productos agropecuarios tales como maíz, trigo, arroz, vino, ganado en pie, entre otros, a través de operaciones REPOs, que corresponden a la venta al contado de un producto agropecuario, representado en títulos, conjuntamente con un pacto de retrocompra a plazo y que operan con un margen inicial de garantía que permite respaldar la operación. La Bolsa de Productos, buscando impulsar el mercado de REPOs, encontró en la industria del salmón una oportunidad para diversificar la oferta de productos bursátiles, entre los que se encuentran los REPOs sobre salmón congelado. La posibilidad de ofrecer al mercado este nuevo producto bursátil, se presentó como una ventaja competitiva frente a la restricción de financiamiento por parte de la banca para la industria salmonera. En esta memoria, se exponen las distintas etapas del proceso que se llevó a cabo para poder habilitar la transacción de salmón congelado en la Bolsa de Productos, a través de operaciones REPOs. La metodología consistió en el desarrollo de un padrón que permitiera identificar, describir y clasificar adecuada y suficientemente el salmón congelado que sería transado en la Bolsa. Este padrón, junto con las Normas que establecen las características de calidad debe tener el salmón congelado para su comercialización, y los requisitos y condiciones para su certificación, fueron presentados a la SVS para solicitar la inscripción del “salmón congelado” en el Registro de Productos. Finalmente, el Directorio de la Bolsa autorizó el inicio de las transacciones de REPOs sobre Salmón Congelado BPC en la Bolsa de Productos de Chile, otorgando de esta manera una nueva herramienta financiera para la industria salmonera

The Chilean Commodities Exchange (BPC) is a public market, regulated by the Chilean Law N°19.220 and monitored by the SVS (Superintendencia de Valores y Seguros, similar to the SEC), that allows the trading of inventories for harvested goods such as corn, wheat, rice, raps and livestock and related, through the use of repurchase agreements (REPOs). REPOs correspond to a spot sale of agricultural products, represented by securities, jointly with a repurchase agreement within a certain deadline that operates with an initial warranty margin that backs up the operation. The Commodities Exchange, looking for the opportunity to propel the REPO’s market, found that the salmon industry gave an opportunity to diversify the supply of securities for the Commodities Market. Among those, there is the REPO applied to the frozen salmon. The opportunity to present this new product to the market served as a competitive advantage in spite of the bank financial restrictions on the salmon industry. This dissertation presents the different stages of the process that were carried out in order to enable the transaction of frozen salmon securities in the Chilean Commodities Exchange through REPOs operations. In a first stage, a registry was developed to identify, describe and classify properly and sufficiently the frozen salmon that would be traded in the Commodities Exchange. This registry, in conjunction/together with the regulations developed by the BPC that establish the quality control for frozen salmon, and the requirements and conditions for its certification, were submitted to the SVS to request the registration of the product "frozen salmon" in the Commodities Registry. Finally, with the approval of SVS, the Board of Directors of the Commodities Exchange authorized the transaction of REPOs of Frozen Salmon, thus providing a new financial tool for the salmon industry
