(Universidad de Chile, 2022)

About 85% of the communal territory of Pudahuel is classified as a rural area, and represents an area susceptible to floods since there is a historical record of human settlement in the place. The way of inhabit in the rural area of the commune has evolved over time, however, the threat of flooding due to the overflow of the river precedes all forms of dwell, formal or irregular, although the latter is more of a problem since it is an enhancer of incipient risk in the communal rural area, by increasing the vulnerability factor. Vast territory of the rural area is under threat from flooding at different levels, both from registered and studied data, and from testimonial data. To determine the threat, multicriteria methodologies are used based on secondary studies, aerial photographs, satellite images and georeferenced information processing, while for vulnerability analysis, methods on indexes requiring specific information on historical disasters are applied. This research also includes the consultation and interview with key actors in order to clarify about lived experiences, the present and the evolution of what would be the vulnerability factor, as well as to gather information on risk management measures in the territory and the evolution that this has had, as well as challenges that the municipality must assume due to the demographic explosion in the study area and the low understanding of the new inhabitants about the specific historical and new threats....
