The linguistic integration of migrant students in the United States, Australia, and Chile: a language policy corpus analysis and a mixed-methods study in municipal schools with a haitian migrant student population in Santiago

Considering current migration waves and an increasingly globalized world, support for second language learners in education has never been a more urgent issue. In this regard, applied linguistic research can serve the purpose of informing more adequate policy and practice. The purpose of this study was, first, to examine existing language policies in three countries, the United States, Australia, and Chile, analyzing a corpus of official language policy documents for each country. Second, as a result of the insufficient information related to public policy found in the case of Chile, a mixed-methods study was carried out in municipal schools with a significant Haitian migrant student population in Santiago. The purpose of this study was to uncover teachers’ practices and perceptions working with Haitian migrant students, who are the prime example of Spanish as a second language learners in our country. The United States, Australia, and Chile have implemented policies displaying issues related to theoretical bases, multicultural education, and forms of language policy and planning to different extents. While Australia seems to have a solid theoretical foundation in key areas informing policies to support for English as a second language learners, measures undertaken in the U.S. have much less explicit bases in theory and research informing policymaking. In Chile, our study’s findings illustrate how most teachers in our sample face uncertainty when it comes to educating Haitian students, reporting inconsistencies in practices and perceptions as they have no other option but to follow their own intuitions when deciding what strategies to implement. This is likely as a result of a lack of a language policy in Chile providing teachers with sufficient guidelines and resources for them to ensure the particular linguistic profile of Haitian migrant student population is properly acknowledged and considered in public education....
