Descentralized Cooperation in Chile, understood as the building of meaningful collaboration between subnational governments of different countries towards the goal of joint local sustainable development, is an instrument that has already been successfully implemented by many regions, though some have fallen behind. This study focusses on Descentralized Cooperation in the Magallanes and Chilean Antarctic Region, within the period of 2010-2020, and seeks to understand the barriers that have hindered its implementation, as this is one of the regions that least practices this cooperation modality. For this purpose, the Chilean regulatory framework in place during the studied period is analyzed, along with related institutions both at central and regional levels. The Regional Development Strategy is also examined, and a survey of international cooperation projects implemented by regional institutions in this period is conducted. Six projects, mainly concentrated in the years 2016-2018, are found. Unstructured interviews were conducted with key actors, both regional and from the central government, to learn their perspective on the matter. This aspect set this study apart, as it includes the perceptions of both local and national actors. Although there is no consensus regarding the factors that have not allowed the emergence of Decentralized Cooperation in the Magallanes and Chilean Antarctica Region, key concepts, such as lack of political will and excessive centralism in the development of regional policies, have emerged from the analyses and have been acknowledged by the interviewees. This insight can help improve the internationalization of the region, while the results of this study cannot be generalized to other regions with comparable application of Descentralized Cooperation strategies, the developed methodology provides a framework for similar analyses in other geographical contexts....

Restrictions imposed by COVID-19 caused an increase online retail sales’ during the year 2020 (UNCTAD, 2021). However, participation in electronic commerce (e-commerce) is largely concentrated to large companies in the developed world (ICT, 2016). Therefore, it is necessary to ask how small and medium-sized companies, both in Chile and Latin America, can participate in international e-commerce. This case study seeks to identify and analyze the specific actions, present in the document A Digital Single Market Strategy for Europe (EU) and in the Roadmap for the Regional Digital Market of the Pacific Alliance, which facilitate incorporation as exporting companies to small and medium-sized enterprises (SMEs) that trade goods. To analyze the actions of the two regional blocs, this paper develop categories that allow us to distinguish between measures that directly and decisively favor to SMEs exporting goods and other actions that favor other actors in the digital market. The main analysis is carried out on the policies of the European Union, identifying 5 specific measures that bring small and medium-sized companies that produce goods to international markets. It was found that the set of measures are necessary but not sufficient conditions for the participation of SMEs in international e-commerce, acting through cost reduction, improvement internal management, generation of trust between companies and consumers. Hence, we found the improvement in the conditions of equality between companies of different sizes, creating with this a fairer and more sustainable trade....
