"You pay when you don't know" Undoubtedly, this metaphor hits the heart of this research to obtain the master’s degree in Taxation, which is aimed at analyzing bad practices with the State of Chile and society, when non-compliance is encouraged and facilitated or there is cover-up of crime tax, which, of course, has consequences on tax collection, generating enormous mistrust in the tax system. There are also consequences for taxpayers, who are usually faced with high costs due to an audit, including working hours, re-determined taxes, legal surcharges and, sometimes, personal penalties. We will begin by analyzing the so-called "tax facilitators", a segment of lawyers, accountants, other independent professionals and consulting companies in accounting and tax matters, which through their services support the taxpayer in complying with their obligations, with special emphasis on respect for current tax regulations. Such is the importance of facilitators in their role, that they are usually intermediaries between the administrative authority, hereinafter the “SII”, and the taxpayer, in such a way that they can support and facilitate the functions of application and inspection of tax provisions and especially strengthening voluntary tax compliance. But what happens when this does not happen? and the facilitators promote and implement practices in the opposite direction, sometimes with full knowledge of the effects that this could cause for the taxpayer if they are detected by the SII. Should they respond together with taxpayers for the effects of such conduct? This research will seek to identify the role of enablers, mainly in two behaviors or behaviors that we will call aggressive, namely, tax avoidance and crime, with the following characteristics of issuers, receivers, and transfers. In order to find ways to minimize or eradicate these behaviors, we will compare the situation in Chile with that of other administrative authorities of the Organization for Economic Cooperation and Development, hereinafter "OECD", in order to propose improvements in monitoring and detection, especially reviewing the regulations and sanctions in force and whether they are sufficient to deter this type of conduct....
