Inmigración y desplazabilidad en el centro de Santiago de Chile

Abstract

La organización vecinal de inmigrantes peruanos para resistir la expulsión de un edificio patrimonial, devela el proceso de construcción de una estructura normativa, simbólica y social que convierte al habitante migrante de las áreas centrales de Santiago de Chile en un sujeto desplazable. Se presenta la crónica de un desalojo en la comuna de Santiago centro, apoyándose en una metodología principalmente cualitativa que contemplaba cuatro frentes de levantamiento de data. Primero, análisis de documentos de diversa índole: informes oficiales, documentos legales y estadísticas. Segundo, entrevistas con distintos tipos de actores: arrendatarios, activistas, y funcionarios municipales. Tercero, análisis de noticias en medios de comunicación relevantes. Cuarto, observación participante en diversas instancias de resistencia. Esto permitió el desarrollo de una tesis doble. Por un lado, presenta la emergencia de un nuevo sujeto político en las disputas por la vivienda, el hábitat y la ciudad, y, por otro lado, muestra la construcción mediática del inmigrante como un sujeto desplazable. Asimismo, permite insertar la dimensión urbana y territorial en los estudios migratorios chilenos.

The neighbourhood organization of Peruvian immigrants developed to resist an expulsion from a heritage building, unveils the process of the construction of a normative, symbolic and social structure that turns the migrant inhabitant of the central areas of Santiago de Chile into a displaceable subject. The chronicle of an eviction in Santiago City Centre is based on a mainly qualitative methodology that included four fronts of data collection. First, the analysis of documents of various kinds: official reports, legal documents, and statistics. Second, interviews with different types of actors: tenants, activists, and local government officials. Third, news analysis in relevant media. Fourth, participant observation in various instances of resistance. The thesis emerged from this process is twofold. On the one hand, it presents a new political actor in the Chilean contestation ecosystem over housing, habitat and the city, and, on the other hand, it shows the media construction of the immigrant as a displaceable subject. At the same time, it also inserts the urban and territorial dimension into Chilean migration studies.
