Revisitando a Haussmann: reformas urbanas que promueven, más que impiden, la guerra de las calles

Abstract

El objetivo de este escrito es revisitar la reforma urbana de París llevada a cabo por Georges-Eugène Haussmann (n.1809-m.1891) en la segunda mitad del siglo XIX, con un modo de operar hoy globalizado. La lectura se realiza especialmente a partir de los aportes de Paul-Lévy (1984), Marchand (1993), Herce (2013) y Harvey (2016). Partiendo de los cambios que generó la revolución francesa desde 1789, es posible aproximarse a la obra del Prefecto del Sena de una manera más comprensiva. Dado que París, tal como estaba hacia 1848, era considerada incompatible con la República, se desarrollará paulatinamente un concepto del urbanismo asociado a la seguridad, pero también al problema del excedente de capital y mano de obra, lo que se abordará mediante reformas urbanas generando cambios espaciales y un proceso de reemplazo social en el centro de París de una magnitud nunca vista. Entre 1853 y 1870 Haussmann realizó una mutación de la vivienda burguesa, más que una modernización general del hábitat parisino. Sin embargo, la guerra de las calles seguirá teniendo nuevos episodios, con explosiones sociales de diversas magnitudes que se manifestarán hasta la actualidad.

The aim of this paper is to revisit the Paris urban reform conducted by Georges-Eugène Haussmann (N.1809-m.1891) in the second half of the nineteenth century, with a mode of operation, today globalized. The contributions of Paul-Lévy (1984), Marchand (1993), Herce (2013) and Harvey (2016) will guide our reading. Based on the changes that led to the French Revolution since 1789, it is possible to approach the work of the Prefect of the Seine in a more comprehensive way. Since Paris, as it was around 1848, was considered incompatible with the Republic, will gradually develop a concept of urbanism associated with security, but also the problem of surplus capital and labor, which will be addressed through urban reforms generating spatial changes and a process of social replacement in central Paris of a magnitude never seen before. Between 1853 and 1870, Haussmann performed a mutation of bourgeois housing, rather than a general modernization of the Parisian habitat. However, the war of the streets will continue to have new episodes, with social explosions of various magnitudes that will manifest to the present.
