Contribución del programa prodesal a los objetivos de desarrollo sostenible de la agenda 2030

Abstract

Chile, al suscribir la Agenda 2030 para el año 2015, convierte los ODS en responsabilidad de todos los organismos del estado y sus programas. Prodesal es un programa que trabaja con un gran número de productores y productoras agrícolas y, por lo tanto, le da a la institución que lo ejecuta, Indap, una gran oportunidad de contribuir al logro de las metas de los ODS a través de las intervenciones que realiza este programa. Para identificar el posible aporte que el programa puede hacer se analizó, mediante la metodología de análisis de contenido, la resolución exenta 180925 que aprueba las Normas Técnicas y Procedimientos Operativos de Prodesal con el fin de establecer una relación entre Prodesal de Indap y los Objetivos de Desarrollo Sostenible de la Agenda 2030. Se evaluó qué objetivos se relacionan de manera directa con el programa, con el propósito de sugerir adecuaciones a la normativa que rige a Prodesal y proponer mecanismos que permitan dar seguimiento al cumplimiento de cada una de las metas de los ODS establecidos. Esto permitirá la entrega de información para la medición de indicadores a nivel nacional. Los resultados mostraron que los objetivos Hambre Cero, Agua Limpia y Reducción de Desigualdades presentan indicadores que se relacionan directamente a Prodesal. Además, destaca la presencia de indicadores de los objetivos Fin de la Pobreza y Salud y Bienestar los que no se encuentran dentro de los ODS que se asignan a Indap, pero son relevantes para el programa por las características socioeconómicas de sus usuarios. Todos estos indicadores se pueden incorporar a la normativa del programa con protocolos de medición, que permitan cuantificarlos y aportar con información a nivel nacional para evaluar el avance de las metas de los ODS

By signing the 2030 agreement in 2015, Chile makes the implementation of the Sustainable Development Goals a responsibility for all the government institutions and its programs. Prodesal is one of the programs with the largest number of Indap users and, therefore, gives Indap a great opportunity to contribute to the achievement of the SDG goals through the interventions carried out by this program. This study analysed the Exempt Resolution 180925, which approves the Technical Standards and Operating Procedures of Prodesal, to establish a relationship between Indap’s Prodesal and the Sustainable Development Goals of the 2030 Agenda. It was evaluated which objectives are directly related to the program, with the purpose of suggesting adjustments to the regulations that govern a Prodesal and propose mechanisms that allow monitoring the fulfillment of each of the goals of the established SDGs. This allowed the delivery of information for the measurement of indicators at the national level. The results showed that the Zero Hunger, Clean Water and Reduced Inequalities objectives present indicators that are directly related to Prodesal. In addition, the presence of indicators of the No Poverty and Health and Well-being objectives stand out, those that are not within the SDGs assigned to Indap but are relevant for the program due to the socioeconomic characteristics of its users. All these indicators can be incorporated into the program regulations with measurement protocols, which will allow them to be quantified and provide information at the national level to evaluate the progress of the SDG targets.
