Especies exóticas invasoras terrestres: conflicto de competencias futuras del servicio de biodiversidad y áreas protegidas con el Servicio Agrícola y Ganadero

Abstract

En la legislación chilena vigente no se encuentra, de forma explícita, alguna regulación relativa al manejo de especies exóticas invasoras. Sino más bien este ha tenido cabida de manera residual y fraccionada dentro de distintos organismos nacionales como el SAG. Es de esta forma que, en este trabajo, en primera instancia, se analizará el fenómeno de la fragmentación, tanto internacional como nacional; y cómo ello repercute en una dispersión normativa dentro de cada servicio. En concreto en el SAG con la regularización de especies exóticas invasoras terrestres. Por último, la creación del SBAP, quien legisla expresamente esta problemática, siendo una ley que se tramitó por mucho más de diez años

The current legislation in Chile does not contain any explicit regulations on the management of invasive alien species. Rather, it has been dealt with in a residual and fragmented way in various national bodies such as the SAG (Agriculture and Livestock Service). This research will first analyze the phenomenon of fragmentation, both internationally and nationally, and how this has repercussions in the dispersal of regulations within each service, specifically the SAG with the regulation of terrestrial invasive alien species.
