Análisis de los procesos de gestión del fondo de innovación para la competitividad regional (FIC-R), 2018-2023

Abstract

Los Fondos de Innovación para la Competitividad Regional (FIC-R), corresponden a un instrumento que permite el desarrollo territorial a través de la innovación y su implementación es realizada por los Gobiernos Regionales a través de la División de Fomento e Industria, las orientaciones generales del fondo, son proporcionadas por la Subsecretaría de Desarrollo Regional y la Ley de Presupuesto, elaborada por la Dirección de Presupuesto. A raíz a la implementación de la Ley 21.073, que regula la elección de gobernadores regionales y realiza adecuaciones, a diversos cuerpos legales y 21.074, de fortalecimiento a la regionalización del país, los Gobiernos Regionales sufrieron una serie de ajustes que incidieron en los Ecosistemas Regionales de Innovación y también en las funciones que venían desarrollando en materia de fomento e innovación. La investigación se concentró en analizar los factores que inciden en la implementación del FIC-R, desde una perspectiva cualitativa se analizó la percepción de diversos actores proporcionando antecedentes que permitieron obtener resultados que representan visiones consensuadas respecto a la temática analizada. The Innovation Funds for Regional Competitiveness (FIC-R) correspond to an instrument that allows territorial development through innovation and its implementation is carried out by the Regional Governments through the Development and Industry Division, the general guidelines of the fund, are provided by the Undersecretary of Regional Development and the Budget Law, prepared by the Budget Directorate. As a result of the implementation of Law 21.073, which regulates the election of regional governors and makes adjustments to various legal bodies and 21.074, to strengthen the regionalization of the country, the Regional Governments suffered a series of adjustments that affected the Regional Ecosystems of Innovation and also in the functions that they had been developing in terms of promotion and innovation. The research focused on analyzing the factors that affect the implementation of the FIC-R, from a qualitative perspective, the perception of various actors was analyzed, providing background information that allowed obtaining results that represent agreed visions regarding the subject analyzed.
