Estudio sobre los factores que afectan el proceso de certificación medioambiental en las municipalidades de la región de O’Higgins, posicionadas en el nivel de excelencia y/o niveles superiores de acuerdo al Sistema de Certificación Ambiental Municipal (SCAM).

Abstract

La preocupación por el medio ambiente ha sido impulsada principalmente por agendas globales, las que han hecho hincapié en la necesidad de buscar soluciones para no comprometer a las futuras generaciones y evitar y/o reducir los impactos negativos que provoca el ser humano, con su quehacer diario. Al respecto, se visualiza a la gestión medioambiental local como la principal herramienta para diagnosticar, implementar y evaluar acciones en pro del cuidado del medio ambiente en las comunidades. En ese sentido, el Ministerio del Medio Ambiente, desarrolla e implementa el Sistema de Certificación Medio Ambiental Municipal, en adelante, SCAM, desde el año 2009. En razón de lo expuesto, el presente estudio busca identificar los factores que afectan el proceso de certificación medioambiental en 5 municipalidades de la región del Libertador General Bernardo O’Higgins, posicionadas en los niveles de excelencia y/o superior del SCAM al finalizar el 2021. Se concluye que, el liderazgo del alcalde y su preocupación por el medio ambiente resulta ser un factor influyente, al igual que como se estructura la gestión ambiental en el municipio y el presupuesto destinado a ello. ABSTRACT Concern for the environment has been driven mainly by global agendas, which have emphasized the need to search for solutions in order to not compromise future generations and avoid and/or reduce the negative impacts caused by humans with their daily actions. Regarding this topic, local environmental management is seen as the main tool to diagnose, implement and evaluate actions in favor of caring for the environment in communities. In this sense, the Ministry of the Environment develops and implements the Municipal Environmental Certification System, hereinafter, SCAM, since 2009. In view of the foregoing, this study seeks to identify the factors that affect the environmental certification process in 5 municipalities in the Libertador General Bernardo OHiggins region, positioned at the levels of excellence and/or higher than the SCAM. It is concluded that the leadership of the mayor and his concern for the environment turns out to be an influential factor, as well as how environmental management is structured in the municipality and the budget allocated to it.
