Megaincendios forestales 2017 y 2023, análisis desde la perspectiva de la reducción del riesgo de desastres

Abstract

Los incendios forestales afectan a millones de personas, infraestructura y ciclos ecológicos de variados territorios, situación que se ha acrecentado a partir del cambio climático, favoreciendo la ocurrencia de eventos extremos que han superado a los equipos de respuesta de diversos países a nivel mundial. Acontecimientos de estas características también se han generado en Chile, en los años 2017 y 2023, poniendo a prueba al Sistema Nacional de Prevención y Respuesta ante Desastres. A partir de lo anterior, se analizó comparativamente la respuesta del Sistema, con el propósito de evaluar su nivel de desarrollo, considerando su desempeño y las experiencias recogidas de múltiples Informantes Claves relacionados con la temática, permitiendo establecer los avances en materia de respuesta y la necesidad de implementar medidas de gestión que refuercen las acciones involucradas principalmente en las fases de mitigación, preparación y recuperación, las que deberán ser lideradas por el Estado desde los territorios, construyendo relaciones estratégicas con los municipios, Gobiernos Regionales, servicios públicos, la comunidad y los actores privados, propiciando así una descentralización de la Reducción del Riesgo de Desastres que fomente el desarrollo sostenible, considerando la vocación y herencia histórica de cada región de nuestro país. Abstract Wildfires affect millions of people, infrastructure, and ecological cycles in various territories—a situation that has increased due to climate change, favoring the occurrence of extreme events that have overwhelmed the response teams of various countries worldwide. These events have also occurred in Chile in the years 2017 and 2023, testing the National Disaster Prevention and Response System. Based on the above, the System's response was comparatively analyzed with the purpose of evaluating its level of development, considering its performance and the experiences collected from multiple Key Informants. This analysis also facilitated response progress reviews and the need to implement management measures that reinforce the actions involved mainly in the mitigation, preparation, and recovery phases. These measures must be led by state governments from impacted territories through building strategic relationships with local and regional governments, public services, the community, and private actors. This approach promotes a decentralization of Disaster Risk Reduction that fosters sustainable development, considering the vocation and historical heritage of each region of our country.
