Análisis de los mecanismos de coordinación interinstitucional, sistemas administrativos y sistemas de gobernanza territorial que han influido en la implementación del estrategia nacional de agricultura familiar (ENAF) en el departamento de la Libertad-Perú

Abstract

La presente investigación tiene por objeto describir los mecanismos de coordinación interinstitucional, sistemas administrativos y sistemas de gobernanza territorial que han influido en la implementación de la Estrategia Nacional de Agricultura Familiar (ENAF) en el departamento de La Libertad, Perú. Para ello, se han realizado entrevistas semiestructuradas a directivos del Gobierno Regional de La Libertad y representantes de organizaciones de agricultores. También, se ha realizado una revisión de los instrumentos de gestión tales como Plan de Desarrollo Regional Concertado (PDRC), Presupuesto Participativo, Presupuesto Institucional, Plan Estratégico Institucional (PEI), Plan Operativo Institucional (POI), Plan Operativo Agrario Articulado (POAA), así como los instrumentos normativos de los consejos de coordinación establecidos en la ENAF. Dentro de los resultados se ha evidenciado que los impactos positivos de la implementación de la ENAF en la Libertad se han dado por acciones institucionales de manera individual más que por las coordinaciones de los comités y consejos establecidos. Asimismo, existe una débil gobernanza agrícola y a nivel institucional (GORE La Libertad) existen deficiencias a nivel presupuestal y de planificación. Abstract The purpose of this research is to describe the inter-institutional coordination mechanisms, administrative systems and territorial governance systems that have influenced the implementation of the National Family Agriculture Strategy (ENAF) in the department of La Libertad, Peru. To this end, semi-structured interviews have been carried out with directors of the Regional Government of La Libertad and representatives of farmers' organizations. Also, a review has been carried out of the management instruments such as the Concerted Regional Development Plan (PDRC), Participatory Budget, Institutional Budget, Institutional Strategic Plan (PEI), Institutional Operational Plan (POI), Articulated Agrarian Operational Plan (POAA) , as well as the regulatory instruments of the coordination councils established in the ENAF. Among the results, it has been shown that the positive impacts of the implementation of the ENAF in Libertad have occurred through individual institutional actions rather than through the coordination of the established committees and councils. Likewise, there is weak agricultural governance and at the institutional level (GORE La Libertad) there are deficiencies at the budget and planning level.
