Formulación de normas técnicas para la certificación de planteles de gallinas de postura alternativos en Chile

Abstract

En Chile no existen legislaciones que tipifiquen los sistemas de producción de huevo de gallina libre de jaula, lo que provoca una fuerte asimetría de información, en otras palabras, el comprador adquiere un producto con atributos especiales, que no necesariamente se cumplen, y por otra parte el productor al no tener lineamientos a seguir no existe una certeza del tipo de producto que vende. Una de las formas de combatir la asimetría es a través de una certificación, que permita integrar a la mayoría de los avicultores chilenos. El objetivo de este estudio es proponer un conjunto de indicadores, que sean la base para la formación de un Manual Técnico de una certificación nacional. Para poder lograrlo, se realizó un análisis profundo de manuales de certificaciones extranjeras, y así extraer los indicadores para sistematizarlos y clasificarlos en distintas tablas. Posteriormente pasaron por diversos filtros y se seleccionan los indicadores aplicables para Chile. De un total de 120 indicadores que fueron extraídos de las certificaciones extrajeras, quedaron 99, los que serán de utilidad a la hora de elaborar este manual. En Chile se identificaron 3 tipos de sistema de producción (Cage free, Free range y Aviario). En esta memoria se identificaron 83 indicadores (de 99), que se compartían entre los 3 modelos productivos. De este modo se propone es de tipo escalonado, teniendo como base los 83 indicadores, a los cuales se le irán sumando el resto, dependiendo del tipo de sistema alternativo que se quiera certificar. Este estudio proyectó las primeras directrices técnicas para realizar una certificación nacional.

Chile has no laws that regulate cage-free egg production systems, causing a strong information asymmetry. On one hand any consumer can buy a product with special attributes which it does not necessarily have, and on the other hand, the producer does not have guidelines to follow on how to produce cage free eggs. Certification is one way to reduce this asymmetry, allowing an integration of many Chilean poultry farmers. The purpose of this study is to propose a set of indicators which will be used later in a Technical Manual for national certification. To achieve this, an in-depth analysis of four foreign certification manuals was carried out, their indicators were classified in various topics and sorted in different tables. Subsequently, they went through various filters to select applicable indicators for Chile. Of a total of 120 indicators that were extracted from foreign certifications, 99 remained, which will be used when preparing this manual. In Chile, 3 types of production system were identified (Cage free, Free range and Aviary). In this memory, 83 indicators were identified (out of 99), which were shared between the 3 production models. In this way, it is proposed that it be staggered, based on the 83 indicators, to which the rest will be added, depending on the type of alternative system to be certified. This study projected the first technical guidelines to carry out a national certification.
