Análisis del programa de recuperación ambiental y social de Quintero-Puchuncaví, en el contexto de los Objetivos de Desarrollo Sostenible de la Agenda 2030

Abstract

Esta investigación analiza la coherencia entre el Programa de Recuperación Ambiental y Social (PRAS) en las comunas de Quintero y Puchuncaví y los Objetivos de Desarrollo Sostenible (ODS) de la Agenda 2030. Utilizando un enfoque cualitativo, se evaluaron las dimensiones ambiental y social del PRAS para determinar su alineación con las metas de desarrollo sostenible, identificar avances, y proponer recomendaciones para fortalecer su contribución al desarrollo territorial sostenible. Los hallazgos evidencian que el PRAS muestra una fuerte alineación con los ODS. Sin embargo, se observan brechas significativas en la dimensión social, con limitados avances en metas vinculadas a la cohesión social, la participación comunitaria y el acceso a servicios básicos. A partir de los resultados de la investigación se recomienda fortalecer la dimensión social, diversificar la economía hacia sectores sostenibles, e implementar un sistema de monitoreo basado en indicadores ODS. Abstract This research analyzes the coherence between the Environmental and Social Recovery Program (PRAS) in the municipalities of Quintero and Puchuncaví and the Sustainable Development Goals (SDGs) of the 2030 Agenda. Using a qualitative approach, the environmental and social dimensions of PRAS were evaluated to determine their alignment with sustainable development goals, identify progress, and propose recommendations to strengthen its contribution to sustainable territorial development. The findings reveal that PRAS demonstrates strong alignment with the SDGs. However, significant gaps were identified in the social dimension, with limited progress in goals related to social cohesion, community participation, and access to basic services. Based on the research results, it is recommended to strengthen the social dimension, diversify the economy toward sustainable sectors, and implement a monitoring system based on SDG indicators.
