Gestión Municipal y Habitabilidad Rural: un estudio de caso de las comunas de Retiro, Romeral, Las Cabras y Quinta de Tilcoco.

Abstract

El Programa de Habitabilidad Rural (PHR), perteneciente al Ministerio de Vivienda y Urbanismo de Chile (MINVU) y creado el año 2015, tiene como propósito brindar soluciones habitacionales a familias de zonas rurales a través de la entrega de subsidios monetarios para la construcción de nuevas viviendas y el mejoramiento y/o ampliación de viviendas existentes o equipamiento comunitario. No obstante, su proceso de implementación enfrenta desafíos en distintas dimensiones relacionadas con la gestión municipal. Bajo este contexto, el objetivo de la presente investigación es analizar la incidencia de la gestión municipal en el grado de éxito de la implementación del Programa de Habitabilidad Rural (PHR) en cuatro comunas de la Región de O’Higgins y Maule: Las Cabras, Quinta de Tilcoco, Retiro y Romeral. Por medio de un enfoque cualitativo, tres dimensiones de gestión claves en la ejecución del programa por parte de las municipalidades son analizadas: la gestión de personas, la participación ciudadana y la coordinación interinstitucional. Dentro de las principales conclusiones de la investigación, se destaca que la relevancia de la dimensión de gestión de personas y la capacidad del personal de la oficina de vivienda de cada municipalidad es uno de los factores más relevantes para el éxito del PHR. ABSTRACT The Rural Habitability Program (PHR), belonging to the Ministry of Housing and Urbanism of Chile (MINVU) and created in 2016, aims to provide housing solutions to families in rural areas through the delivery of monetary subsidies for the construction of new homes and the improvement and/or expansion of existing homes or community equipment. However, its implementation process faces challenges in different dimensions related to municipal management. In this context, the objective of this research is to analyze the impact of municipal management on the degree of success of the implementation of the Rural Habitability 3 Program (PHR) in four municipalities of the O'Higgins and Maule Region: Las Cabras, Quinta de Tilcoco, Retiro and Romeral. Using a qualitative approach, three key management dimensions of the municipalities’ program implementation are analyzed: people management, citizen participation, and inter-institutional coordination. Among the main conclusions of the research, it is highlighted that the relevance of the people management dimension and the capacity of the staff of the housing office of each municipality is one of the most relevant factors for the success of the PHR.
