Metodología proyectual de densificación habitacional en edificios patrimoniales : rehabilitación colectivos de vivienda calle Arlegui Viña del Mar, Chile

Abstract

El presente trabajo aborda la problemática contemporánea en específico que enfrenta el patrimonio habitacional edificado en Chile, el cual es intervenido arquitectónicamente para el desarrollo de nuevos proyectos de vivienda financiados con subsidios habitacionales del Ministerio de Vivienda y Urbanismo. Intervenciones que lamentablemente no cuentan con un campo disciplinar y un método proyectual especifico, que entregue lineamientos claros al momento de plantear técnicamente este tipo de proyectos. Es por esta razón que el diseño metodológico se sustenta en el desarrollo de una investigación del tipo analítica experimental integrada de 6 etapas fundamentales donde se vinculan e integran por vez primera temas del patrimonio arquitectónico habitacional y rehabilitación arquitectónica, densificación en vivienda patrimonial, normativa de los subsidios habitacionales para la protección del patrimonio habitacional del MINVU e información del antiguo patrimonio de vivienda colectiva edificada en lo que fue parte del centro fundacional de la ciudad de Viña del Mar. Las 6 etapas de desarrollo se resumen en: (1) Identificación de la problemática proyectual en vivienda patrimonial pública, (2) Búsqueda y elección de patrimonio habitacional de vivienda colectiva, sujeto de estudio apto para el desarrollo de una propuesta de intervención proyectual financiable con fondos públicos del Ministerio de Vivienda y Urbanismo, (3) Revisión y estudio de información documental – testimonial histórica de vivienda colectica patrimonial y vivienda contemporánea, (4) Planteamiento de un nuevo método proyectual de intervención arquitectónica patrimonial vía densificación de viviendas rehabilitadas, (5)Evaluación de la aplicabilidad del nuevo método proyectual propuesto en un caso real de la ciudad de Viña del Mar Chile, (6) Conclusiones y oportunidades de mejora al actual sistema de trabajo de desarrollo de proyectos habitacionales gestionados por el Minvu para el rescate del patrimonio habitacional del país.

This paper addresses the specific contemporary problems faced by the existing housing stock in Chile, which is being architecturally altered for the development of new housing projects financed with housing subsidies from the Ministry of Housing and Urban Development. Unfortunately, these interventions lack a specific disciplinary framework and design methodology that would provide clear guidelines for the technical planning of these types of projects. It is for this reason that the methodological design is based on the development of an integrated experimental analytical research of 6 fundamental stages where topics of residential architectural heritage and architectural rehabilitation, densification in heritage housing, regulations of housing subsidies for the protection of housing heritage of the MINVU and information of the old collective housing heritage built in what was part of the founding center of the city of Viña del Mar are linked and integrated for the first time. The 6 stages of development are summarized as follows: (1) Identification of the design problems in public heritage housing, (2) Search and selection of collective housing heritage, a suitable subject of study for the development of a design intervention proposal financeable with public funds from the Ministry of Housing and Urban Development, (3) Review and study of historical documentary and testimonial information on heritage collective housing and contemporary housing, (4) Proposal of a new design method for architectural intervention in heritage through densification of rehabilitated housing, (5) Evaluation of the applicability of the new design method proposed in a real case in the city of Viña del Mar, Chile, (6) Conclusions and opportunities for improvement to the current work system for the development of housing projects managed by the Ministry of Housing and Urban Development for the rescue of the country's housing heritage.
