Actores que participan en el proceso decisorio en la Alianza del Pacífico, un listado no inclusivo

Abstract

El presente trabajo busca exponer los actores que participan en la adopción de decisiones en la Alianza del Pacífico, exhibir no solamente aquellas estructuras intergubernamentales creadas, sino que también la configuración y temáticas en que ha incursionado el Consejo Empresarial institucionalmente validado, que canaliza unilateralmente los intereses de ese gremio ante los diferentes cuerpos de este proyecto de integración subregional. Constatada la configuración actual se destaca el sensible vacío existente en la inclusión de un espectro más amplio de actores en el desenvolvimiento de esta iniciativa. Esta circunstancia no da cabida para que representantes de la sociedad civil organizada puedan hacer valer sus puntos de vistas, por canales institucionales – preestablecidos y transparentes – en asuntos enormemente relevantes, que exceden los ámbitos comerciales y empresariales. La situación descrita merma la legitimidad del proceso integrador que se está implementando, alejando la posibilidad de que pueda ser entendido como un instrumento conducente al bienestar colectivo, más allá de eventuales logros que podrían alcanzarse en materia de crecimiento económico, provocando una desafección de la comunidad en la cual se espera implementar la normativa.

The present work seeks to expose the actors that participate in the decision making in the Pacific Alliance, to exhibit not only those intergovernmental structures created, but also the configuration and themes in which the institutionally validated Business Council has ventured, which unilaterally channels the interests of that union before the different bodies of this subregional integration project. Once the current configuration has been established, the existing void in the inclusion of a broader spectrum of actors in the development of this initiative is highlighted. This circumstance does not allow for representatives of organized civil society to assert their points of view, through institutional channels – pre-established and transparent – on matters of great relevance, which exceed the commercial and business spheres. The situation described undermines the legitimacy of the integrating process that is being implemented, distancing the possibility that it can be understood as an instrument conducive to collective welfare, beyond possible achievements that could be achieved in terms of economic growth, causing a disaffection of the community in which the regulation is expected to be implemented.
