Certificación Municipal para mejorar la calidad educativa en Colombia

Abstract

Esta investigación tiene por objetivo identificar los factores de la certificación educativa que limitan a los municipios para poder incidir directamente en la mejora de los resultados de calidad educativa. Buscando cumplir con esta premisa, se hace un análisis ex ante – ex post comparando los resultados de las pruebas Saber 11° de 7 municipios antes (años 2006 a 2009) y después (años 2010 a 2013) de ser certificados en el año 2009; a su vez estos municipios son comparados con otros no certificados para el mismo periodo de tiempo. En la segunda parte del análisis cuantitativo, se toman 36 municipios, 18 certificados y 18 no certificados, y se comparan sus resultados entre los años 2015 a 2018. Las conclusiones obtenidas se contrastan con hacedores de política educativa, académicos y gremios. ABSTRACT The purpose of this research study is to identify the factors of “certification” in education that limit the municipalities to be able to have a direct impact on the improvement of educational quality results.
