La Comuna de Santiago: desafíos para la planificación territorial

Abstract

La Comuna de Santiago no sólo es el centro de la Región Metropolitana, sino también la capital del país. Debido a ello, abordar la planificación territorial resulta complejo. En su territorio se ubican las sedes del Poder Ejecutivo y Judicial, por ende, la mirada debe compatibilizar, tanto su rol como una de las 52 comunas de la Región, así como en los niveles regional y nacional. El presente escrito tiene por objetivo analizar los instrumentos de planificación territorial de la Comuna de Santiago existentes entre los años 2000 a 2022, a fin de determinar brechas y desafíos que contribuyan a proyectar una mejor gestión/ desarrollo en el marco de su condición de capital regional y nacional. Para ello, nos enfocaremos en describir las problemáticas territoriales, analizando las tasas y estadísticas comunales de la comuna de Santiago; y centraremos la mirada en revisar si los instrumentos de planificación existentes recogen dichas problemáticas; a partir del análisis de los instrumentos de planificación comunal existentes en el período 2012-2022, así como la Estrategia Regional de Desarrollo (ERD) vigente para la Región Metropolitana de Santiago. Finalmente, intentaremos identificar desafíos y oportunidades para la planificación comunal, generando lineamientos con horizonte al año 2030. ABSTRACT The Commune of Santiago is not only the center of the Metropolitan Region, but also the capital of the country. Due to this, addressing territorial planning is complex. The headquarters of the Executive and Judicial Branch are located in its territory, therefore, the view must make compatible both its role as one of the 52 communes of the Region, as well as at the regional and national levels. The objective of this document is to analyze the territorial planning instruments of the Commune of Santiago existing between the years 2000 to 2022, in order to determine gaps and challenges that contribute to projecting better management/development within the framework of its condition as regional capital. and national. To do this, we will focus on describing the territorial problems, analyzing the communal rates and statistics of the commune of Santiago; and we will focus our attention on reviewing whether the existing planning instruments include these problems; based on the analysis of the existing community planning instruments in the period 2012-2022, as well as the Regional Development Strategy (ERD) in force for the Metropolitan Region of Santiago. Finally, we will try to identify challenges and opportunities for community planning, generating guidelines with a horizon to the year 2030.
