Incidencia del movimiento anti inmobiliario de Valparaíso, en la Modificación Parcial del Plan Regulador Comunal de 2018

Abstract

El presente trabajo analiza la Modificación Parcial del Plan Regulador Comunal (PRC) realizada en la comuna de Valparaíso en el año 2018, enfocándose en el impacto del movimiento anti inmobiliario y la participación ciudadana en el proceso de planificación urbana, así como en los efectos que generó hacia el futuro. A través de entrevistas con informantes clave y revisión documental, se examina cómo las demandas de organizaciones y de ciudadanas y ciudadanos influyeron en la definición de límites de la construcción en altura, buscando preservar el patrimonio y la identidad de la ciudad, reconocido a nivel mundial como patrimonio de la humanidad. Se destaca la importancia de la participación ciudadana en la gestión del territorio, enfrentando desafíos como la gentrificación y la sobredensificación, impulsados por intereses inmobiliarios. La investigación revela tensiones entre diferentes actores sociales y políticos, y cómo la colaboración entre el movimiento anti inmobiliario y la Alcaldía Ciudadana permitió incorporar visiones ciudadanas en la modificación del PRC, regulando la construcción en zonas específicas para proteger el entorno, la calidad de vida y el patrimonio cultural. El estudio subraya la relevancia de mecanismos de participación efectivos y la valoración del patrimonio cultural en la planificación territorial, resaltando la complejidad de la planificación urbana en contextos de rápido desarrollo y cambio social. ABSTRACT This work analyzes the Partial Modification of the Communal Regulatory Plan (PRC) carried out in the commune of Valparaíso in 2018, focusing on the impact of the anti-real estate movement and citizen participation in the urban planning process, as well as the effects that generated towards the future. Through interviews with key informants and documentary review, we examine how the demands of organizations and citizens influenced the definition of limits of high-rise construction, seeking to preserve the heritage and identity of the city, recognized worldwide. as a world heritage site. The importance of citizen participation in the management of the territory is highlighted, facing challenges such as gentrification and overdensification, driven by real estate interests. The investigation reveals tensions between different social and political actors, and how the collaboration between the anti-real estate movement and the Citizen Mayor's Office allowed the incorporation of citizen visions in the modification of the PRC, regulating construction in specific areas to protect the environment, quality of life and the cultural heritage. The study highlights the relevance of effective participation mechanisms and the valuation of cultural heritage in territorial planning, highlighting the complexity of urban planning in contexts of rapid development and social change.
