Estudio del fomento productivo en la región de Magallanes y la Antártica Chilena

Abstract

Introducción: La región de Magallanes y la Antártica Chilena ha sido calificada por el Índice de Competitividad Regional como la región más competitiva del país en sus tres diferentes áreas de medición, A pesar del clima adverso y extremo, la gran extensión del territorio, y diversos factores que posee la región, esta ha logrado posicionarse en diversas versiones del índice en altos puestos. Estudiar los factores por los que la región se ha logrado posicionar de tal forma es clave para que esta pueda mantenerse como una región competitiva. Objetivo: Analizar el estado del fomento productivo en la región de magallanes en el presente, junto con sus desafíos futuros. Materiales y métodos: Se realizó un análisis de las políticas de fomento productivo y estrategia regional de la región, junto con datos del Banco Central, de esta manera se señalaron las principales ventajas actuales y recomendaciones futuras para el fomento productivo de la región. Resultados: Se identifica una importante cantidad de actividades a las cuales la región puede fomentar debido a sus ventajas comparativas naturales, estas son el hidrógeno verde (a partir de ahora H2V), también se identifica el compromiso de las políticas públicas desarrolladas por el Gobierno regional con las empresas y la ciudadanía para desarrollar una política que constituya demandas ciudadanas de mayor inversión en ciencia y turismo. La región adquiere desafíos importantes en materia de sustentabilidad debido a la industria manufacturera y la mala imagen que esta posee con la ciudadanía, ante ello el reemplazo por energías renovables se constituye en un desafío de producción regional. Finalmente se recomienda a la región avanzar en materia de investigación y desarrollo (I+D) debido al alto potencial que este posee para mejorar los niveles de producción en el territorio. Discusión: Esta revisión busca demostrar el potencial productivo y de desarrollo económico que posee la región de Magallanes y la Antártica Chilena, con el objetivo de señalar sus ventajas comparativas presentes y futuras, que le permitan consolidarse como una región competitiva dentro del país.

Introduction: The Magallanes region and the Chilean Antarctic has been classified by the Regional Competitive Rating as the most competitive region from the country in its three different matters of evaluation. Despite the adverse and extreme climate, the size of the territory, and other factors that the region has, it has achieved to earn the first place of the rating in posterior versions of it. Study the facts that the region has achieved in such a way it is key to continue being a competitive region. Objective: Analyze the current state of the productive development in the Magallanes region in the present. Materials and method: An analysis of the production development policies and regional strategy of the region was carried out, together with data from the Central Bank of Chile, in this way the main current advantages and future recommendations for the productive development of the region were indicated. Results: A significant number of activities that the region can develop due to its natural comparative advantages are identified, these are green hydrogen (from now on H2V), the commitment of public policies developed by the regional government with the businesses and citizens to develop a policy that constitutes citizen demands for greater investment in science and tourism. The region acquires important challenges in terms of sustainability due to the manufacturing industry and the bad image that it has with the citizenry, in view of which the replacement by renewable energies constitutes a regional production challenge. Finally, it is recommended that the region move forward in research and development (R&D) due to the high potential it has to improve production levels in the territory. Discussion: This review seeks to demonstrate the potential of production and economic development of the Magallanes and the Chilean Antarctic regions, pointing out their present and future comparative advantages, that allow the region to consolidate itself as a competitive region within the country.
