Reforma al sistema binominal en Chile: objetivos y efectos

Abstract

En esta tesis se estudia la reforma electoral del gobierno de la Presidenta Michelle Bachelet en Chile del año 2015, que elimina el sistema binominal y establece un nuevo sistema proporcional de magnitud mayor. Tiene como objetivos comprender los objetivos de esta reforma, contrastarlos con los efectos de ésta, y determinar consecuencias no deseadas por quienes la apoyaron. Luego de un mapeo de actores y sus posiciones, se concluye que los objetivos principales de la reforma son un aumento en la representatividad y competitividad de las elecciones, permitiendo la entrada de nuevas fuerzas e incrementando la incertidumbre sobre los resultados. El estudio concluye que la reforma tuvo los efectos buscados, pero como consecuencia no deseada se generó un fraccionamiento del sistema de partidos, el que trajo consigo problemas en cuanto a la gobernabilidad y la formación de acuerdos en el Congreso. Abstract: This thesis studies the electoral reform implemented by President Michelle Bachelet's government in Chile in 2015, which abolished the binominal system and established a new proportional system of greater magnitude. The objectives of this study are to understand the goals of this reform, compare them with its effects, and identify unintended consequences for its supporters. After mapping out the key actors and their positions, it is concluded that the main goals of the reform were to increase representativeness and competitiveness in elections, allowing the entry of new political forces and increasing uncertainty about the outcomes. The study concludes that the reform achieved its intended effects, but an unintended consequence was the fragmentation of the party system, which led to problems regarding governability and the formation of agreements in Congress.
