In comparative law, the presence of new concepts in the treatment of controversies raised in environmental matters has been appreciated for a long time. And as it will be seen in this work, the concern for the environment and the surroundings has existed in law for more time than it is believed. In order to arrive at a finished conclusion, the development is in charge of dealing with environmental conflicts, concept, causes and current significance in Chile, as well as the legal treatment they receive at present. The tools of environmental protection available to people and the perspectives of their participation are addressed, focused on achieving equitable and sustainable development. It is the work of citizens, and not of politicians, to take in their hands the tools to avoid a greater catastrophe. To talk about citizens in this work we have understood them in the broadest way possible. For this reason, we stop to analyze the indigenous consultation separated from citizen participation, but arriving at equal conclusions for both institutions at the end of this work...

The contents of Cd, Cu and Zn were analyzed in soft tissue of the Fissurella sp., collected in April 2017 in the intertidal zone corresponding to the Bahía Chañaral, Caleta Palito and Caleta Pan de Azúcar, Atacama region, Chile. The selected organisms were dehydrated, subjected to acid digestion and analyzed by atomic absorption spectrophotometry. As for the size of the limpets, these were separated into two groups, small sizes (1.06 g to 2.77 g) and large (9.19 g to 16.12 g) sizes, where the former had a higher retention of Cu 873.94 μg/g) and Zn (143.11 μg/g), while the larger scale limpets retained a little more Cd (17.09 μg/g). The pathways for incorporation of Cu, Cd and Zn into the tissues of the lapa were discussed, as well as other external factors that influence the organism's uptake of these metals, the influence of size, location of sources of contamination, such as the importance of pollution in Chañaral prior to 1975. The analysis is performed in immature (of smaller size) limpets for a comparison between sites without the influence of physical changes associated with the breeding season. Mean Cu concentrations in the small limpets were higher in Bahía Chañaral (1955.58 μg/g), while the Zn was in the Caleta Palito (285.76 μg/g) and the slightly higher Cd in the Caleta Pan de Azúcar (8.96 μg/g). Finally, a Cluster and PCA analysis was performed, indicating that there are statistically significant differences between the concentration levels of Cd, Cu and Zn in the tissues of the Fissurella sp. that live in the Bahía Chañaral, Caleta Palito and the Caleta Pan de Azúcar, being the limpets of the Bahía Chañaral, those most affected by the contamination of these metals....
