The contemporary debate about economic development follows two different analytical pathways, which independently influence decision-making regarding the management of a country's economy: On one hand, there is the Neoclassical approach that analyzes the economy from an equilibrium perspective of large macroeconomic aggregates; on the other hand, the Structuralist-Evolutionist approach that emphasizes the phenomenon of structural change. Neither of these two analytical agendas pays special attention to developmental issues when it is structured on the basis of the exploitation of natural resources. These approaches also do not incorporate into their analytical framework the power structure and the changes over time that take place in these types of economies, which require particular analysis. As indicated, this study will examine the case of Chile, which bases its growth strategy on the exploitation of natural resources, which has given preference to the capture of short-term gains and has taken little interest in the negative externalities caused by this growth model. From the perspective supported in this case study, the foregoing takes place when the ownership of natural resources tends to be concentrated an elite group which prioritizes the accumulation of short-term gains over the introduction of technological improvements, in view of a more equitable model for the distribution of the income produced by the exploitation of said resources. For such purposes, this case study -through a qualitative analysis- will delve into the role of business elites that have led to the establishment of an extractivist, non-improvement model of exploitation of natural resources in Chile in which the development strategy is outlined according to their levying interests that are preserved by an institutional system that protects them....
