The general objective of this research is to analyze the characteristics of international cooperation on migration issues between Chile and Haiti, starting from the hypothesis that cooperation between Chile and Haiti on migration issues has characteristically been decentralized in recent years, mainly with the broad support from the municipalities and governorates in Chile to the Haitian community. Based on a deductive approach method, this qualitative study is organized into four chapters, which seek to materialize the specific objectives of this work. The first chapter analyzes international cooperation in Haiti through the United Nations missions between 1993 and the present, with special attention to MINUSTAH, indicating the presence of Chile in this area of cooperation. In the second chapter, cooperation between the two countries is examined, starting from the study of the evolution of relations between Chile and Haiti, followed by the examination of Chile's cooperation programs in Haiti. The third chapter analyzes the cooperation between Chile and Haiti on migration issues, pointing out the impulse of Haitian migration to South America and Chile as a destination for Haitian migrants, and the national migration measures in Chile in the relationship with Haiti. The fourth chapter explores decentralized cooperation actions between both countries on migration issues. In conclusion, a direct consequence of Haitian immigration migration in Chile is observed, which is the relationship developed by Chilean sub-state entities to manage the aid provided to Haitian migration, which changes the dynamics of cooperation with the strengthening of decentralized cooperation between both nations....

In this case study we will analyze academic mobility and its contribution to development cooperation. To this end, a qualitative methodology was developed to present the findings found in interviews with universities in Chile and Japan. Then the main concepts that will appear in the study were defined. Once the theoretical basis was explained, it began by showing the context of each country with respect to its university institutions, as they have been advancing in their policies of internationalization of their higher education in recent decades, showing initiatives that have accompanied these advances. Some institutions that are key to the academic mobility process are also highlighted through various financial or coordinated tools that ensure development. After implementing the instrument, the analysis of these begins, raising the similarities and differences between some university institutions in Chile and Japan, being able to extract interesting information to describe the topic addressed. Finally, these results were reviewed and the aspects of academic mobility contributing to development cooperation in university institutions and for the countries compared were described....

The needs of contemporary global society are related to individual freedoms, democratic norms and institutions, and the recognition of common values that guarantee peace and well-being of people. Given the evolution of international relations after World War II and the characteristics of the fourth industrial revolution, the action and interaction of key actors (States, multinationals and transnationals, civil society organizations (CSOs) must be adjusted to the new times in order to achieve the desired results in the areas in which they operate. Such action and interaction must be based on multilateralism and collaboration among key actors, as this synergy contributes to the progress of global society. In this sense, a pacifist and cooperative alternative to exert influence that countries can adopt in their foreign policy emerges, known as the theory of soft power. Since 1990, Chile has been adopting political and economic strategies closely related to the theory of soft power in its foreign policy and is beginning to be recognized for its institutional stability, economic strength and legal certainty. This has allowed the country to sign Free Trade Agreements (FTAs) with large powers and economic blocks and to join organizations that are at the forefront of public policy issues such as the OECD (Organisation for Economic Cooperation and Development). This said, the present research seeks to establish the presence and use of soft power elements in the Chilean foreign policy during the period 1990-2020 with the interest of evaluating the alternatives for exercising greater influence and achieving a better positioning for the country in international policy matters. Finally, given the characteristics of the subject of study, this research has a qualitative approach, in which information is collected and produced....
