A series of reports affirm deficiencies in G20 governance, evidencing an under-representation of the agenda-setting by emerging economies (Benson & Zürn 2019; Lei & Rui 2016; Prodi 2016). Under-representation is measured by an agenda seeking for maximizing economic solutions based on the interests of developed countries. This has implications for the interests of emerging countries because not all of them can achieve such maximization without first reducing structural economic vulnerability, such as unemployment and lack of social protection. This study seeks to explore what are the conditions that produce imbalance in the representation of G20 states' interests in their agenda-setting. It is argued that although the G20 has been institutionalizing its behavior over the last twelve years, still is located in the middle of this path, allowing developed countries with greater experience in international negotiations, to set the tone of the agenda-setting. The G20, as a forum for political deliberation, was not originally an explicitly established institution, but since its creation it has been implicitly experiencing certain degrees of institutionalization based on an itinerant permanent secretariat, annual ministerial meetings, a system of sherpas or coordination of the different forums and the troika made up of the outgoing, current and immediately consecutive authorities. To address the research question, the theory of International Regimes (Krasner, 1999) was used. In particular, by testing the hypothesis; the lower the level of institutionalization of permanent international forums, the greater the coercion of strong states towards emerging states. Translated to the case of the G20, this leads to an imbalance in agenda-setting. To carry out this project, a qualitative methodology was applied based on a sequential strategy of two data collection and analysis techniques. First, a Qualitative Comparative Analysis (QCA) was implemented with the objective of identifying the necessary and sufficient conditions that explain the agenda-setting imbalance. To achieve this, we proceeded to empirically estimate both the agenda-setting measures and the level of institutionalization of the G20. Secondly, in order to corroborate and deepen the QCA results, a dozen semi-structured interviews were conducted. The results increase the understanding of how the level of institutionalization interacts with international policies. In the case of the G20, it is corroborated that, on the road to greater institutionalization, emerging nations assume less protagonist roles in agenda-setting. Likewise, it allows us to stress the meta-narrative of global economic governance and to rethink the concept of institutionalization of an international forum....
