Construcción de memorias sobre el conflicto armado de El Salvador en jóvenes de una comunidad desplazada

Abstract The armed conflict in El Salvador (1980-1992) has been one of the longest and bloodiest in recent history in Latin America. Already 25 years have passed since its formal end, and the process of reconstruction of rural communities that were devastated by military operations that forced their population to move. In this time, new generations have emerged that did not live this event, but have been socialized in the postwar period within the affected communities, in daily interaction with the direct victims (relatives and neighbors). Given the scarce studies on the memory of new generations from a local perspective, this research aimed to understand the construction of memories about the armed conflict in young people of a displaced community, and to explore the way in which this event has conditioned their lives. Through qualitative methodology, the technique of life stories and photo-elicitation was used with 10 young people, who grew up after 1992 in the Nueva Trinidad community, a territory rebuilt by ex-refugees. In general, it was observed that young people, despite not having lived the war, construct memories of their own, in an attempt to make sense of a past that challenges them. This is possible thanks to dynamic mechanisms (emotions, imagination, empathy, etc.) that allow them to explore the past, and to unite the fragmented stories that family and neighbors have transmitted to them in a daily community that refers to the armed conflict through marks in the people and spaces. In addition, the memories of young people promote their orientation towards certain forms of being, of being with others, and of interpreting reality. As well as they offer elements that facilitate and make difficult the familiar and communitarian coexistence...

One of the priorities of the Department of Health of Chile (MINSAL) is the intelligent use of the Technologies of the Information. The use of informatics systems of the Healthcare Network ensures the care of patients and optimize resource management. It’s for this reason that the MINSAL required obtain all the information of the informatics systems used in public institutions of health with the purpose of knowing quality infor-mation to perform optimum management and contribute in making decisions in the dif-ferent levels of the sector from the health facilities, health services, regional secretariats and central level authorities. The MINSAL has the strategy SIDRA "Information systems of the Healthcare Network" which aims align the sectorial management on TIC and works in coordination with the Division of Management of the Healthcare Network (DIGERA) which is in charge of standardization of the principal clinical processes of the establishments of the healthcare network, both entities work together in the computerization of the Healthcare Network. In Chile, 29 services of health have incorporated the strategy SIDRA into different levels of advance and modalities of implementation. This has unleashed that coexist inside the above mentioned strategy two types of information systems in the national public network: The Commercial ones acquired under “Convenio Marco” in 2008; and the so-lutions of own development that work in 12 services of health. The aim of the solutions of own development is to create systems that they adapt to the needs of the establishments of health to realize an efficient management of re-sources and to optimize the times of answers. Nevertheless, they are not regularized under international regulations as HL7 or ISO standards. The following paper consists of a raising, construction and validation of a methodology for the evaluation of solutions of own development of the healthcare networks of Chile based on regulations recognized internationally. Using the case of the system of own development "Pulso" in the Hospital Dr. Sótero of the Rio dependent on Servicio de Salud Metropolitano Sur Oriente. The project defines the minimal characteristics that a system of own development must fulfill based on the knowledge of officials, academicians and professionals of the De-partment of Health (MINSAL). The result of this research was the definition of a meth-odology of evaluation for solutions of own development in four areas: Strategy, Hard-ware, Software and Change Management. The purpose is that the sistems of own de-velopment would be applied in 12 healthcare networks to incorporate these under the parameters of the MINSAL in Convenio Marco SIDRA 2.0 and in the Digital Strategy of Health. The research project was realized together by the Department of Health and the Faculty of Medicine of the University of Chile. The institutions contributed information and ex-perience for the construction of the guideline of evaluation. The validation of the research project was realized in two institutions that they possess solutions of own development, the National institute of the Thorax, and in the Service of Health of Valdivia, where we could verify the feasibility to be applied in all Health Services that possess solutions of own development....
