Análisis de la Gestión de la Fundación Patrimonio Natural y Biodiversidad, “Raíces”

Abstract

La presente memoria describe la evolución de la Fundación Patrimonio Natural y Biodiversidad, en sus fases de creación, operación y cierre, teniendo como eje central el análisis de la gestión de esta institución, sus potenciales, limitantes y las circunstancias que motivaron el cese de sus operaciones. El método de trabajo, se basa en el desarrollo de un proceso de revisión bibliográfica y en la aplicación de entrevistas a actores clave, a todo lo anterior se suma el conocimiento del autor, debido a su relevante participación en la gestión de la Fundación. No obstante lo central del tema es analizar la gestión de la citada institución, el estudio aborda la problemática del financiamiento de la conservación de la biodiversidad y las estrategias que han implementado los gobiernos con el propósito de suplir las deficiencias presupuestarias que hacen compleja la labor de proteger y conservar los ecosistemas de alto valor. Otro punto relevante lo constituye la legislación nacional y acuerdos internacionales suscritos para conservar muestras representativas, al respecto el documento hace una reseña de los principales convenios y decisiones globales orientadas a la protección del medioambiente y la diversidad biológica. A través del análisis de la información recopilada, se concluye que si bien la Fundación fue un aporte significativo al mejoramiento de la gestión de algunas unidades del Sistema Nacional de Áreas Silvestres Protegidas del Estado (SNASPE), sus debilidades internas y elementos externos relacionados con CONAF, generaron un proceso de desestabilización que finalmente hizo inviable la continuidad de la iniciativa.

This memory, Analysis of the Management to the Natural Heritage and Biodiversity Foundation, “Raíces”, describes its evolution, in their stages of development, operation and closure, taking as the centrepiece the analysis of this institution management, its potential, limitations and the circumstances that led to the cessation of their operations. The method of work was based on the development of a literature review process and the implementation of interviews with key players in the foregoing joined knowledge of the author, because of its important role in the management of the Foundation. Nevertheless, the central theme is to analyze the management of that institution, the study addresses the problem of financing biodiversity conservation and strategies that governments have implemented in order to fill budget gaps that make the complex work to protect and to conserve the ecosystems of high value. Another important point is the national legislation and international agreements to preserve representative samples; to respect the document gives an account of major global decisions and conventions aimed at protecting the environment and biodiversity. Through the analysis of information gathered, we conclude that although the Foundation was a significant contribution to improving the management of some units of the National System of Protected Areas Wildlife State (SNASPE), their internal weaknesses and external elements related to CONAF, generated a process of destabilization that ultimately made unworkable continuity of the initiative.
