El mercado internacional de carbono y sus expectativas para el sector forestal chileno.

Abstract

La siguiente memoria se propone como objetivo estudiar el mercado del carbono a nivel nacional e internacional para contribuir a estimar su potencialidad nacional de uso y sugerir medidas para su aprovechamiento. Para ello, el trabajo se basó en una acuciosa revisión bibliográfica de los siguientes temas: Efecto Invernadero y el Cambio Climático, la evolución histórica del Mercado del Carbono, los criterios de selección de proyectos forestales del Protocolo de Kioto, las experiencias internacionales de uso del Mercado del Carbono y, el sector forestal chileno y el Mercado Internacional del Carbono. Adicionalmente, se potencia esta revisión bibliográfica con un acabado análisis de la misma y la opinión de expertos nacionales e internacionales en los temas de interés para el cumplimiento de los objetivos de este trabajo. El Efecto Invernadero y el Cambio Climático, es un problema que preocupa a la comunidad científica internacional, por las consecuencias negativas que éstos tienen sobre el medio ambiente y el hombre. Se determinó, que de no tomar medidas oportunas y pertinentes para enfrentar estos fenómenos, las consecuencias serán irreversibles y permanentes en el tiempo. Por lo anterior, la comunidad internacional reaccionó frente a este llamado de atención, dándose origen a acuerdos y compromisos de reducción de emisiones de Gases Efecto Invernadero, que son según la comunidad científica internacional el principal responsable de los cambios negativos en el clima global. El Protocolo de Kioto (1997) es el principal de estos acuerdos alcanzados, el cual dio origen al Mercado Internacional del Carbono; éste permite a los países del mundo, por medio de proyectos que reduzcan o secuestren dichos gases, comerciar documentos que certifiquen reducción o secuestro de los mismos y cumplir sus compromisos de reducción. Este protocolo se acompaña de un cierto número de normas contables y jurídicas, entre las cuales los mecanismos de flexibilidad resultan ser los más innovadores y conocidos: El comercio de "Permisos de Emisión”, la "Implementación Conjunta" y el "Mecanismo de Desarrollo Limpio". Los beneficios que este mercado ha entrega a los países que han participado de su uso, no son sólo medibles por medio de parámetros de evaluación económicos clásicos, sino que además este mercado entrega beneficios en conocimiento científico, avances tecnológicos y beneficios ambientales. Chile, sólo puede participar de este mercado como oferente de certificados de reducción de emisiones, emitidos por proyectos que hayan calificado previamente para el Mecanismo de Desarrollo Limpio. El sector forestal chileno juega un papel protagónico en la potencialidad de uso de este mercado para el país, ya que no solo aporta a la mitigación del Efecto Invernadero, sino que además contribuye al desarrollo sustentable del país y al crecimiento del sector. Chile cuenta con un potencial muy alto de uso del Mercado del Carbono, pero para obtener el máximo provecho de él, es necesario crear instrumentos legales para el desarrollo institucional de políticas tendientes a insertar a Chile en dicho mercado.

The following work sets out as objective the study of the carbon markets at national and international level, contributing to consider its national potentiality of use and suggesting measures for its advantage. For it, the work was based on a diligent bibliographical revision of the following subjects: Greenhouse Effect and the Climatic Change, the Carbon Market evolution, selection of forest projects by the Kioto Protocol criteria, use of the Carbon Market international experiences and, the Chilean forest sector and the International Carbon Market. Additionally, this bibliographical revision it’s powered with a finished analysis of itself and the international expert opinions about the subjects of interest for the fulfillment of the objectives of this work. The Greenhouse Effect and the Climatic Change, are a problem that worries the international scientific community, because the negative consequences that those have on the environment and the human being. It was determined, that of not taking opportune and pertinent measures to face these phenomena, the consequences will be irreversible and permanent. Because of that, the international community reacted to this call of attention, origin the agreements and commitments to the reduction of Greenhouse Effect Gases, that are according to the international scientific community the main responsible of the negative changes in the global climate. The Kioto Protocol is the main one of these reached agreements, which gave the origin to the International Carbon Market, this one allows the countries of the world, by means of projects that reduce or capture these gases, to deal documents that certify reduction or captures and to fulfill its commitments of reduction. This protocol is accompanied by a certain number of countable and legal norms, between which the flexibility mechanisms turn out the most innovating and the most known: The commerce of "Emission Permissions”, the "Joint Implementation" and the "Mechanism of Clean Development". Chile, only can participate in this market like certificate of emissions reduction offerer, emitted by projects that find described previously like MDL. The Chilean forest sector plays a protagonist role in the potentiality use of this market for the country, since nonsingle it contributes to the mitigation of the Greenhouse Effect, but that in addition contributes to the sustainable development of the country and to the growth of the sector. Chile counts with a very high potential of use in the Carbon Market, but to obtain the maximum benefit of it, it is necessary to create legal instruments for the development policies to insert to Chile in this market.
