Relaciones de Poder y el Proceso de Financiamiento y Cooperación Internacional en Proyectos de Género en Chile Después del Retorno a la Democracia

Abstract

El objetivo principal de esta tesis es explorar y analizar las relaciones de poder que se producen en el proceso de financiamiento extranjero de los proyectos de género y desarrollo en Chile después del retorno a la democracia durante la década de los noventa. Espera llevar a cabo este objetivo a través de examinar las formas de comunicación, el proceso de negociación, y los factores externos que afectan como se ejerce el poder dentro de estas relaciones. El estudio utiliza una metodología de investigación y análisis cualitativos recolectando datos a través de entrevistas semi-estructuradas a trece mujeres quienes fungían como representantes de ONG chilenas que auto-identifican como actividad prioritaria proyectos para la mujer con una perspectiva de género. Colectivamente estas mujeres proveen una entrada al entendimiento de cómo se han desarrollado y continúan desarrollándose las relaciones de estas organizaciones con agencias donantes internacionales tanto con las del Estado Chileno en el contexto postdictadura de financiamiento del movimiento de mujeres y género y desarrollo en Chile.

The main objective of this thesis is to explore and analyze the power relationships that are produced in the context of international cooperation and financing of gender-focused development projects in Chile after the return to democracy during the decade of the 90s. It aims to accomplish this by examining forms of communication, the negotiation process, and external factors that affect how power is exercised within these relationships. The study utilizes a qualitative methodology of investigation and analysis and derives data from semi-structured interviews with thirteen women who acted as representatives of Chilean NGOs that self-identify as having, as their primary activity, women’s projects with a gender perspective. Collectively these women provide an entry into how relationships with international donors as well as with the Chilean State have developed and continue to develop in the post-dictatorial funding of the women’s movement and gender-focused development in Chile.
