Análisis de la efectividad del programa abriendo caminos. Implementación, desarrollo y resultados en la comuna de la Pintana (2008-2017).

Abstract

La presente investigación, tiene como objetivo analizar la efectividad del Programa ―Abriendo Caminos‖, el cual es una iniciativa diseñada por el Ministerio de Desarrollo Social y ejecutada por distintas entidades principalmente privadas sin fines de lucro, que busca proteger de factores de riesgo y vulneración de derechos elementales a Niños, Niñas y Adolescentes (NNA), cuyos adultos significativos (generalmente padre y/o madre), se encuentren en la condición de ser Personas Privadas de Libertad (PPL), en virtud de sentencias dictaminadas por el sistema judicial chileno. En este sentido nuestro caso de estudio se realizará en la comuna de La Pintana, una con la de mayores ingresos carcelarios en relación a su población a nivel nacional, a través del análisis de elementos como la cobertura, diseño metodológico, productos y evaluación de este programa gubernamental, desde su implementación el año 2008 al 2017. Lo anterior, se realizará mediante análisis de la bibliografía existente a nivel nacional e internacional sobre la materia y también en base a entrevistas a actores claves a nivel local, regional y nacional. Por último, se desarrollará en extenso el grado de efectividad del programa en cuestión, basado en los puntos descritos con anterioridad, y su impacto real sobre la calidad de vida de su población objetivo, en el espacio local.

The objective of this research is to analyze the effectiveness of the "Abriendo Caminos" Program, which is an initiative designed by the Ministry of Social Development and implemented by several non-profit private entities, which seeks to protect against risk and vulnerability factors of basic rights to Children and Adolescents (NNA), whose significant adults (usually father and / or mother), are in the condition of being persons deprived of their liberty (PPL), by virtue of judgments handed down by the Chilean judicial system. In this sense, our case study will be conducted in the municipality of La Pintana, one with the highest prison income in relation to its population nationwide, through the analysis of elements such as coverage, methodological design, products and evaluation of this government program, from its implementation in 2008 to 2017. This will be done by analyzing the existing bibliography at national and international level on the subject and also based on an interview with key actors at the local level. Finally, the degree of effectiveness of the program in question, based on the points described above, and its real impact on the quality of life of its target population, in the local space, will be developed extensive.
