Ciencia al Límite. Prácticas científicas en un centro de investigación hídrica en la región de Tarapacá (O un neointernismo sociológico aplicado a los análisis científicos)

Abstract

En general, para América Latina y en lo particular para Chile, el estudio de las prácticas científicas constituye un objeto relativamente reciente; a excepción de Argentina, Colombia y Brasil no existe en otras latitudes de la región un desarrollo importante en el área; por el contrario, queda la impresión que en nuestro país aún falta mucho por hacer. Con todas las reservas del caso, la presente tesis pretende ser un aporte para el área: más allá de la sistematización teórica y conceptual realizada o de la adaptación de la teoría de los Mecanismos Sociales y el Racionalismo Crítico al análisis de las prácticas científicas, la investigación se ha centrado en describir e interpretar los micro, meso y macro procesos de las prácticas científicas en un centro regional de investigación científica (Ciderh, Centro de Investigación y Desarrollo en Recursos Hídricos, ubicado en la región de Tarapacá). Desde un enfoque cualitativo, hemos distinguido una serie de matices socio-estructurales, institucionales y técnicos (referidos a prácticas teóricas y experimentales) que en su conjunto nos han permitido obtener un “cuadro” más o menos plausible del fenómeno. Finalmente y más allá de los planteamientos teóricos y de los resultados obtenidos, la tesis, creemos, contiene una crítica cultural referida, precisamente, a las valoraciones que la labor científica tiene desde y en una región periférica

Abstract In general, in Latin America and particularly in Chile, the study of scientific practices is a relatively recent object With the exception of Argentina, Colombia and Brazil, there is no significant development in the area within the region; on the contrary, there is an impression that much remains to be done. With all the reservations of the case, this thesis pretends to be a contribution to the area: beyond the theoretical and conceptual systematization realized or the adaptation of the theory of Social Mechanisms and Critical Rationalism to the analysis of the scientific practices, this research focuses on describing and interpreting micro, meso and macro processes of scientific practices in a regional scientific research center (Ciderh, Center for Research and Development in Water Resources, located in the Tarapacá Region). From a qualitative perspective, we have distinguished a series of socio-structural, institutional and technical nuances (referred to theoretical and experimental practices) that as a whole have allowed us to obtain a more or less plausible "picture" of the phenomenon. Finally, and beyond the theoretical approaches and the empirical results obtained in this thesis, we believe that it holds a cultural critique which refers to valuations of scientific work from and in a peripheral region
