Bioética y biopolítica en el debate sobre la investigacion biomédica internacional : los ensayos clínicos de la industria farmacéutica

En la presente Tesis se revisan conceptos de Biopolítica partiendo desde el marco dado por Michel Foucault y los posteriores aportes de Roberto Esposito, Didier Fassin y Nikolas Rose. Luego se revisa la investigación biomédica en probandos humanos por parte de la industria farmacéutica, con las estrategias aplicadas en los estudios y los discursos institucionales y declaraciones bioéticas en relación a la investigación. Se repasa brevemente la situación nacional. El objetivo es reflexionar sobre la relación entre Bioética y Biopolítica en el escenario de la investigación biomédica internacional actual, centrándonos en los ensayos clínicos de la Industria Farmacéutica Internacional en probandos humanos. Se utiliza una metodología hermenéutica, centrada en el paradigma humanista (interpretativo comprensivo). Los hechos presentados a la luz del marco conceptual de la biopolítica apoyan la hipótesis inicial de que la investigación biomédica internacional constituye un dispositivo biopolítico que la convierte en una forma de bioeconomía sobre la vida. Se finaliza haciendo una propuesta en tres niveles: investigadores, comités de bioética de la investigación y Gobierno y nivel macro-regional.

In this thesis, concepts of Biopolitics are reviewed starting from the framework given by Michel Foucault and the subsequent contributions of Roberto Esposito, Didier Fassin and Nikolas Rose. We then review biomedical research in human probands by the pharmaceutical industry, with the strategies applied in studies and institutional discourses and bioethical statements in relation to research. The national situation is briefly reviewed. The objective is to reflect on the relationship between Bioethics and Biopolitics in the scenario of current international biomedical research, focusing on the clinical trials of the International Pharmaceutical Industry in human probands. It uses a hermeneutic methodology, centered on the humanist paradigm (understanding interpretive). The facts presented in the light of the conceptual framework of biopolitics support the initial hypothesis that international biomedical research constitutes a biopolitical device that makes it a bioeconomy of life. It is finalized making a proposal in three levels: investigators, bioethics committees of the investigation and Government and macro-regional level.
