Gubernamentalidad en la reconstrucción posdesastres. El caso del incendio de Valparaíso en 2014

Abstract

By analyzing the reconstruction of the city of Valparaiso, Chile, after the fire of April 2014, it is showed how the post-disaster reconstruction processes have become, within the framework of a neoliberal state like the Chilean one, an opportunity for the deployment of initiatives aimed at the government of populations that had remained refractory to the disciplining strategies promoted by government agencies until then. It is proposed that the set of actions and procedures involved constitute a device that seeks to convert informal inhabitants into identifiable subjects inserted in the formal networks of administration of the State and the market.

Analizando la reconstrucción de la ciudad de Valparaíso, Chile, luego del incendio en abril de 2014, buscamos mostrar cómo los procesos de reconstrucción posdesastres se han convertido, en el marco de un Estado neoliberal como el chileno, en una oportunidad para el despliegue de iniciativas tendientes al gobierno de poblaciones que, hasta entonces, se habían mantenido refractarias a las estrategias de disciplina promovidas por las agencias gubernamentales. Proponemos que el conjunto de acciones y procedimientos involucrados constituyen un dispositivo que busca convertir habitantes informales en sujetos identificables e insertos en las redes formales de administración del Estado y del mercado.
