Las buenas prácticas en la cooperación internacional para el desarrollo: los casos de Chile y Honduras

Abstract

El presente estudio se divide en tres capítulos. El primer capítulo, titulado “Buenas Prácticas en la CID”, aborda los criterios de evaluación de la CID en los Organismos Internacionales y Agencias de Cooperación. Considerando la inexistencia de una definición única, se elabora un concepto de Buenas Prácticas, específicamente para los fines pertinentes de este estudio. Además, se definen los criterios generales en el ámbito de CID utilizados para las evaluaciones de proyectos, y se abordan algunos criterios específicos, junto con métodos para su verificación. Finalmente se enlistan los pasos para sistematizar las BBPP y se complementa con casos específicos y sus metodologías. En el segundo Capítulo titulado, “Metodología de Sistematización de BBPP en Chile”, se investiga la metodología de BBPP que ha desarrollado Chile, considerando su nuevo rol como Oferente y Receptor, el cual refuerza su compromiso por buscar eficientar los resultados de las intervenciones. Se identifican los pasos que implementó Chile para esta metodología y su posterior sistematización, que incluye datos de ponderación numérica. El tercer y último Capítulo, “Propuesta Metodología de Buenas Prácticas: caso Honduras” , detalla brevemente el recorrido histórico y evolutivo que ha tenido la CID en Honduras, su Política de Cooperación, Institucionalidad, y su rol como país cooperante en las modalidades Sur - Sur y Triangular, tomando en consideración el énfasis que ha expresado Honduras por eficientizar su Cooperación Internacional en el área CSS y Tr, con en el objetivo fortalecer su rol no solo como receptor de este tipo de cooperación, sino que también su rol de país oferente. Este capítulo también desarrolla una propuesta metodológica para las Buenas Prácticas en el contexto hondureño. Finalmente, en las conclusiones o reflexiones finales, se identifican los elementos facilitadores, obstructores, convergentes o divergentes que tienen los casos de Chile y Honduras en materia de Buenas Prácticas en la modalidad CSS y Tr. Esta determinación se hará en base a analizar si la metodología y criterios utilizados puedan ser aplicables según los criterios del caso hondureño, en aras de un mejor proceso desde la formulación, seguimiento y continuidad de resultados.

This study is divided into three chapters. The first chapter, entitled “Good Practices in International Cooperation for Development (ICD)”, addresses the evaluation criteria of the CID in International Organizations and Cooperation Agencies. Considering the non-existence of a single definition, a concept of Good Practices is elaborated, specifically for the pertinent purposes of this study. In addition, the general criteria in the field of ICD used for project evaluations are defined, and some specific criteria examples are also addressed, along with methods for their verification or validation. Finally, the steps to systematize the BBPP are listed and are complemented with specific cases and their methodologies. In the second Chapter entitled, “Systematization Methodology of Good Practices in Chile”, the good practices methodology developed by Chile is investigated, considering its new role as Offeror and Receiver, which reinforces its commitment to seek to make the results of the interventions more efficient. The steps that Chile implemented for this methodology and its subsequent systematization, which includes numerical weighting data, are studied and described. The third and final Chapter, “Proposal for a Good Practices Methodology: the Honduras case”, briefly details evolutionary path of the ICD in Honduras, its Cooperation Policy, Institutionality, and its role as a cooperating country in the South – South (SSC) and Triangular (Tr) modality, taking into consideration the emphasis that Honduras has expressed to make its International Cooperation more efficient in the CSS and Tr areas, with the aim of strengthening its role not only as a recipient of this type of cooperation, but also its role as an offering country. This chapter also develops a methodological proposal for Good Practices considerating the criterias and values in the Honduran context. Finally, in the conclusions or final reflections, the facilitating, obstructing, convergent or divergent elements that the cases of Chile and Honduras have in terms of Good Practices in the CSS and Tr modalities are identified. This determination will be based on analyzing whether the methodology and criteria used may be applicable according to the criteria of the Honduran case, in order to achieve a better process from the formulation, monitoring and continuity of results.
