Oportunidades para la cooperación Sur-Sur de Chile: los casos de Tailandia e Indonesia

Abstract

Chile ha impulsado durante el siglo XXI un activo acercamiento hacia los países miembros de ASEAN, con el fin de abrir nuevas oportunidades y mercados. Al mismo tiempo, estos países se han interesado en Chile por su capacidad técnica para desarrollar acuerdos e impulsar una agenda económica internacional. En este contexto se reconoce el interés de Tailandia e Indonesia durante la última década, para profundizar sus relaciones con Chile a través de la cooperación comercial bilateral, con el fin de que sea su puerta de entrada a los mercados de la región. En este escenario Chile tiene la obligación de aprovechar este impulso a la cooperación que ha logrado mediante su presencia en la región del Asia Pacifico, y por lo tanto debe reconocer que áreas de la cooperación para el desarrollo existen oportunidades para establecer lazos significativos con potenciales nuevos socios. Para esto se analizarán bibliografía y documentos que nos permitan caracterizar las relaciones de Chile con Tailandia e Indonesia, y se analizarán entrevistas a actores relevantes dentro de los procesos de cooperación, para comprender los objetivos y motivaciones de estas relaciones. Finalmente se cierra con un análisis donde se identifican áreas de interés para la cooperación y donde existen oportunidades para que Chile pueda instalarse como un referente de interés para los países asiáticos.

During the 21st century, Chile has promoted an active approach towards ASEAN member countries, in order to open up new opportunities and markets. At the same time, these countries have been interested in Chile for its technical capacity to develop agreements and promote an international economic agenda. In this context, the interest of Thailand and Indonesia is recognized during the last decade, to deepen their relations with Chile through bilateral commercial cooperation, in order to make it their gateway to the markets of the region. In this scenario, Chile has the obligation to take advantage of this boost to cooperation that it has achieved through its presence in the Asia Pacific region, and therefore must recognize that areas of development cooperation exist opportunities to establish significant ties with potential new ones. partners. For this, bibliography and documents that allow us to characterize Chile's relations with Thailand and Indonesia will be analyzed, and interviews with relevant actors within the cooperation processes will be analyzed, to understand the objectives and motivations of these relations. Finally, it closes with an analysis where areas of interest for cooperation are identified and where there are opportunities for Chile to establish itself as a benchmark of interest for Asian countries.
