"Planificación e implementación de un sistema de gestión ambiental según la NCh-ISO 14001 of.97 en una empresa química"

Abstract

El presente trabajo tiene como objetivo establecer los elementos necesarios para planificar e implementar un Sistema de Gestión Ambiental en una empresa Química, aplicando el modelo establecido en la NCh-ISOI 4001 Of .97 . La organización corresponde a la firma National Starch & Chemical S.A., industria nacional del sector Químico de producción de adhesivos. Para cumplir con el objetivo propuesto se procedió a caracterizar la empresa definiendo los procesos y actividades que tienen relación con el medio ambiente, para posteriormente comenzar la etapa de diseño, destinada a la elaboración de los procedimientos administrativos que requiere el Sistema de Gestión Ambiental. Finalmente se efectúan las etapas de planificación e implementación del Sistema de Gestión Ambiental, en las cuales se centra el presente trabajo. Con respecto a la etapa de planificación, se destaca la identificación de todos los aspectos ambientales y requisitos legales aplicables a la empresa. De esta identificación se desprende un listado con los aspectos ambientales significativos, siendo este el eje central para el establecimiento de objetivos y metas ambientales que luego se traducen en programas de gestión ambiental. En relación a la etapa de implementación, se destaca el Control operacional de los aspectos ambientales significativos identificados en la etapa anterior como medida para asegurar que estos aspectos se encuentren controlados y de esta manera minimizar sus correspondientes impactos ambientales. La Preparación y respuesta ante emergencias es otra manera de controlar los aspectos ambientales significativos, identificado los accidentes potenciales y situaciones de emergencias con el objeto de reducir al mínimo el posible riesgo para el medioambiente. Al finalizar el presente Trabajo es posible concluir que la planificación e implementación de un Sistema de Gestión Ambiental en una empresa Química origina resultados positivos para el medio ambiente, en forma de procesos más limpios, minimización de los consumos de energía y agua, menores cantidades de residuos y efluentes y productos menos perjudiciales para el medio ambiente. Siendo destacable el hecho de que con una pequeña inversión se pueden reducir de manera considerable la cantidad de residuos que se estaban generando.

The present work has like objective establish the elements necessary to plan and to implement a System of Environmental Management in a Chemical company, being applied the model established in the NChJSOl40Ol Of.97. In order to fulfill the proposed objective a was come to characterize the company defining the processes and activities that have relation with the environment, later to begin the design stage, destined to the elaboration of the administrative procedures that requires the System of Environmental Management. Finally, the stages of planning and implementation of the System of Environmental Management take place, in which the work is center. With respect to the planning stage, the identification of the entfue aspects envi¡onmental and legal requisite applicable to the company stands out. Of this identification a listing with significant the environmental aspects is come off, being the central axis for the establishment of environmental objectives and targets that soon are translated in programs of environmental management. In relation to the implementation stage, the operational control of the identified significant environmental aspects in the previous stage stands out, like measurement to assure that these aspects are controlled and this way to diminish its conesponding environmental impacts. The Emergency preparedness and response are another way to control the significant environmental aspects, identifuing the potential accidents and situations of emergencies with the intention of reducing to the minimum the possible risk for the environment. When finalizing the present work is possible to conclude that the planning and implementation of a System of Environmental Management i¡ a Chemical company originate positive results for the environment, in form ofcleaner processes, minimization ofthe energy and water consumptions, smaller amounts of remainders and effluents and less detrimental products to the environment. Being remarkable, the fact that with a small investment the amount of remainders were being generate can be reduce considerably.
