Sistemas de gestión ambiental según ISO 14001 en el terminal espigón multioperado del puerto de San Antonio: etapa de planificación.

Abstract

Las actividades y servicios portuarios del Puerto de San Antonio, generan impactos ambientales, uno de los ejemplos es el deterioro de la calidad del agua de mar y de los sedimentos marinos del Terminal Espigón Multioperado. El rirea ambiental de la Empresa Portuaria San Antonio (EPSA) consciente de estos impactos, está interesada en conocer Sistemas de Gestión Ambiental (SGA) para integrarlo a la gestión general de la empresa. Un SGA es una herramienta que contribuye a controlar en forma sistemática los aspectos ambientalos de una organización. El modelo de SGA de la norma ISO 14001 de reconocimiento internacional, voluntario y certificable, compromete a una organización a mejorar su desempeño ambiental en forma continua basado en su política ambiental. El Puerto de San Antonio se encuentra bajo un sistema de administración PuertoConcesionario, este trabajo se realizó en el área pública administrado por Empresa Portuaria San Antonio en el Terminal Espigón Multioperado, que es un terminal multipropósito el cuál recibe el 27 o/o de cargas del puerto. En este Terminal Portuario las actividades de mantención de dragados generan impactos ambientales significativos, alterando el paisaje natural por los sólidos suspendidos en el mar y perturbando la biodiversidad del lugar. En este trabajo se desarrolló una revisión ambiental inicial y la etapa de planificación de la NCh-lSO 14001, Of. 97 . Para esto se llevo a cabo una matriz de evaluación de aspectos ambientales, con la cual se establecieron los impactos significativos de las actividades y servicios del Terminal Espigón Multioperado, se mejoró una propuesta de polltica ambiental de la Empresa Portua¡ia San Antonio, adaptándola a las actividades y servicios del Terminal Espigón Multioperado, se formularon objetivos y metas ambientales de los impactos significativos, y se estableció un programa de gestión ambiental para los impactos significativos de la actividad de mantención de dragado. Es posíble implementar un SGA segun NCh-ISO 14001 en el Terminal Espigón Multioperado, sin embargo para esto es necesario involucrar a la comunidad portuaria que participa en las actividades y servicios del Terminal Portuario, e integrar sus funciones con la gestión actual de la empresa. La importancia de la implementación del SGA en el Terminal Espigón Multioperado del Puerto de San Antonio, permite que la gerencia del puerto conozca e incentive tanto a los terminales concesionados como a los terceros implicados al mejoramiento continuo del desempeño ambiental del primer puerto en transferencia de carga del país

The activities and services that take place in Puerto San Antonio, produce environmental impacts. An example of these impacts is the deterioration of the quatity of the sea water, and of the marine sediments at the Terminal Espigón Multioperado. The environmental department of the Empresa Portuaria San Antonio @PSA) is aware of the impacts and is interested in implementing Environmental Management Systems (EMS) and in integrating them to their general environmental management. An EMS is an instrument that contributes to the systematic conuol of the environmental aspects of an organization. The EMS model is a model of the Norm ISO 14001 which is intemaüonally recognized, is voluntary and provides certification, besides committing an organization to improve its environmental performance through environmental legislation. Puerto San Antonio is administered by Puerto Concesionario, and this work was carried out in the public sector ofthe Empresa Portuaria San Antonio at the Terminal Espigón Multioperado. This terminal has various functions and receives 2'lo/o of the load of the port. The main áctivity that takes place in the terminal and that generates significant environmental impacts, altering the landscape is the maintenance of the dredges. This activity causes the suspension of solids in the sea and the up setting of the biodivers§ ofthe place. This wotk developed an initial environment revision and the planification phase stipulated in the Chilean Norm NCh-ISO 14001, Of 97. For this putpose a matrix of evaluation of environmental aspects was developed, with which the significant impacts of the activities and services of the Terminal Espigón Multioperado were established. Furthermore, a proposal of environmental policy of the Empresa Portuaria San Antonio was improved, adapting it to the activities and services of Terminal Espigón Multioperado. The objectives and environmental goals of the significant impacts were formulated and the program of environmental management was established for all the significant impacts of the activities related to the maintenance of dredges. It is possible to implement EMS with NCh-ISO 14001 at the Terminal Espigón Multioperado, however, it is necessary to involve the portuary community that participates the activities and services ofthe Terminal, and integrate their actions to the actual environmental management of the company. The implementation of EMS at the Terminal Espigón Multioperado of Puerto de San Antonio, permits the directors to become acquainted with and incentivates both the concessionaire terminals and third parties to continuous progress of environmental performance of the first load transference port in the country.
