Planificación e implementación del sistema de Gestión Ambiental según Norma ISO 14001 en la Fundición de Caletones, División El Teniente, CODELCO-Chile

Abstract

En este Seminario de Titulo se contribuyó en las actividades do planificación e implementación del Sistema d€ Gestión Ambiental (SGA) de la División El Teniente, Gerencia Fundición Calétonos basado en los requerimientos de la norma ISO 14001 . Para esto en primer lugar, se analizó la correspondencia entre los procedimientos de planificación e implementación del SGA existente en la Fundición Caletones con los requerimientos de la norma ISO 14001, se sugirieron medidas correctivas a las diferencias encontradas, y se aportó en la identificación, registro y evaluación de los aspectos ambientales de las actividades, productos y servicios de la Fundición Catelones. Se realizó una descripción del sitio de operaciones y se analizó la topografía, hidrología y geografía del área circundante a la Fundición Caletones para identificar e¡ grado de influencia de la organización en su enlomo. Posteriormente se describió, revisó y evaluó las prácticas actuales de gestión ambiental de la Gerencia Fundición y se identificaron oportunidades de mejora para cumplir con los requerimientos de la norma, con la finalidad de obtener Ia certificación del SGA durante el año 2003. En segundo lugar, se describió el funcionamiento general de la fundición, de los insumos y productos, y de los procesos productivos principales; se realizó un catastro de los accidentes e incidentes ambientales más relevantes registrados y de la legislación ambiental aplicable a las operaciones de la Fundición Caletones. Finalmente, se identificaron y evaluaron aspectos e impactos ambientales de la Fundición Caletones, conformando la "Matriz de Aspectos Ambientales Consolidados", determinando la magnitud de significancia y se procedió a la creación y establecimiento d6 controles de operaciones paira algunos de los aspectos más significativos. Como conclusión de Este Seminario de Título se obtiene que: . La División El Teniente cuenta con la mayoría de los procedimientos y mecanismos de planificación estructural necesarios para cumplir los requerimientos de la normá ISO 14001. . En la Fundición Caletones es necesario mejorar el nivel de desarrollo de la etapa de implementación y operación del SGA con un mayor involucramiento y compromiso de la alta Gerencia y demás niveles estamentales

In this Degree Seminar, contributions were made to the activities of planning and implementation of the Environmental Management System (EMS) of the El Teniente Division, Calétonos Foundry Management based on the requirements of the ISO 14001 standard. For this, in the first place, the correspondence between the planning and implementation procedures of the existing EMS in the Caletones Smelter with the requirements of the ISO 14001 standard was analyzed, corrective measures were suggested for the differences found, and the identification, registration and evaluation of the environmental aspects of the activities, products and services of the Catelones Foundry. A description of the operations site was made and the topography, hydrology and geography of the area surrounding the Caletones Smelter were analyzed to identify the degree of influence of the organization on its surroundings. Subsequently, the current environmental management practices of the Foundry Management were described, reviewed and evaluated and opportunities for improvement were identified to comply with the requirements of the standard, with the aim of obtaining the EMS certification during 2003. Secondly, the general operation of the foundry, the inputs and products, and the main production processes were described; A registry was made of the most relevant environmental accidents and incidents recorded and of the environmental legislation applicable to the operations of the Caletones Smelter. Finally, environmental aspects and impacts of the Caletones Smelter were identified and evaluated, forming the "Consolidated Environmental Aspects Matrix", determining the magnitude of significance and proceeding to the creation and establishment of operations controls for some of the most significant aspects. As a conclusion of this Title Seminar it is obtained that: . The El Teniente Division has most of the structural planning procedures and mechanisms necessary to meet the requirements of the ISO 14001 standard. At the Caletones Foundry, it is necessary to improve the level of development of the implementation and operation stage of the EMS with greater involvement and commitment from senior management and other stratified levels
