Policy learning como instrumento de aprendizaje en políticas públicas de integración para migrantes en el sistema escolar: el modelo sueco como una alternativa para Chile

Abstract

Ante el inminente aumento de la población migrante en Chile en los últimos años, y tomando en cuenta la rápida adaptación de las políticas públicas que este fenómeno requiere, el presente estudio pretende indagar sobre la posibilidad de utilizar la herramienta del policy learning, o aprendizaje en políticas públicas, para aprovechar las experiencias extranjeras en políticas de integración de estudiantes migrantes en el sistema escolar, y ver qué se puede rescatar para aplicarse en el proyecto chileno. Debido al primer lugar que Suecia ocupó en 2020 en el índice MIPEX de educación, que mide a nivel internacional las políticas de integración para migrantes, será éste el país utilizado como modelo para sondear el aprendizaje para el sistema escolar chileno, con énfasis en los estudiantes haitianos cuyo idioma materno no es el español.

Given the imminent increase in the migrant population in Chile in recent years, and due to the rapid adaptation of the existing public policies that this phenomenon requires, this study intends to look into the possibility of using the tool of policy learning in order to take advantage of the foreign experiences in policies for the integration of migrant children in the school system and investigate if the good practices can be applied in Chile. Since Sweden occupied in 2020 the first place in the education section in the MIPEX index, which measures integration policies for migrants at an international level, this will be the country used as a model to inquire into the lesson on the integration policies for migrant children in the Chilean school system, with an emphasis on Haitian girls and boys whose first language is not Spanish.
