Sistematización de una experiencia de acompañamiento en reconstrucción de vivienda tras incendio en el Cerro Rocuant de Valparaíso : empoderamiento de afectados y colectivos mediante el aprendizaje de la experiencia

Abstract

Los propios afectados por un desastre socio-natural pueden ser agentes clave en la prevención de riesgos frente a catástrofes y también en las actuaciones posteriores y planes de intervención, pudiendo pasar de tener un papel pasivo a poder participar de forma activa en todo el proceso tanto de recuperación de daños materiales, como también, sociales y afectivos. El análisis de un caso de reconstrucción asistida de vivienda en Valparaíso desde un enfoque participativo después de un incendio busca comprender las consecuencias que las formas de actuar post-desastre tienen en los afectados y en su cotidianeidad; y, también, reflexionar sobre otras formas de proceder que puedan ser replicables en otras comunidades y por otros colectivos, con el fin de beneficiar a los afectados. A través de esta Actividad Formativa Equivalente (AFE) se sistematiza el trabajo desarrollado por el Colectivo RE en el marco de su actuación tras el incendio de 2019 en Cerro Rocuant. Se busca rescatar los conocimientos generados en un contexto informal y participativo; para reflexionar si las herramientas, la metodología y los procesos utilizados fueron los adecuados, y proponer mejoras y recomendaciones que puedan ser material de trabajo para otras comunidades y colectivos profesionales. Lo anterior se realiza desde una mirada crítica al conocimiento experto y a la forma de actuar post-desastre, y también desde la inquietud por poner en valor lo cotidiano, lo local y la circulación de conocimiento. La metodología propuesta se trata de una sistematización reflexiva, en esta se analiza de forma crítica el proyecto antes mencionado para que quede constancia de esta experiencia y pueda servir de aprendizaje en un futuro, tanto para el colectivo como para la comunidad. Por una parte, se analizan los archivos del colectivo participante (cuaderno de obra, publicaciones de redes sociales, planos e imágenes, entre otros) y se procede a estudiar su relevancia durante el proyecto. Esto sirve también para cuestionar las formas de trabajar en arquitectura y el rol de los arquitectos en este tipo de proyectos. Además, se realizan entrevistas narrativas a los distintos actores que participaron en el proyecto (se tiene en cuenta desde el primer contacto con la afectada hasta la fecha de conclusión de la obra, siendo partícipes los vecinos, el colectivo a cargo de la obra, otros colectivos de la comunidad, voluntarios e incluso la propia persona que investiga el caso), desde las distintas modalidades de participación. Lo anterior permite contrastar la forma en la que ha sido recibida la experiencia por personas de distinto contexto. Además de la realización de esta tesis, con el objetivo de llegar a la comunidad, se propone generar un fanzine que pueda recoger de una forma más gráfica y en un lenguaje comprensible las reflexiones, resultados y recomendaciones de esta sistematización.

The proposed methodology is a reflective systematization, in which the aforementioned project is critically analyzed so that this experience is recorded and can be used as a learning opportunity in the future, for both the collective and the community. This allows us to contrast the way in which the experience has been received by people from different contexts.
