Política antártica: territorio antártico y relaciones diplomáticas entre Chile, Argentina y Reino Unido

Abstract

Dentro de las relaciones internacionales, la Antártica hasta el día de hoy se presenta como el continente menos estudiado de todos, ya sea por su ubicación geográfica, condiciones climatológicas o por los tratados internacionales que rigen hasta el día de hoy y que limitan la actividad humana dentro de su territorio. La presente investigación intenta a través de un breve estudio comparado, revisar el concepto de política antártica, tomando como objeto los Programas Antárticos Nacionales de tres naciones (Argentina, Chile y Reino Unido) en los cuales cada país registra su plan de acción, despliegue y vinculación en temáticas científicas, militares, medio ambientales, turísticas, entre otras. El sustento teórico se da por una revisión interdisciplinaria de Relaciones Internacionales y Ciencia Política; tomando la escuela del Realismo Neoclásico y el enfoque de causalidad compleja, Path Dependence y como estos se relacionan con las políticas antárticas de los tres países. Metodológicamente se revisan los acontecimientos históricos de la zona Austral desde la segunda parte del siglo XX y de principios del siglo XXI. Se comparan documentos oficiales del periodo 2014-2019 y se contrastan con componentes del Sistema del Tratado Antártico. Luego, se realiza un análisis de contenido de los textos estudiados, para así poder finalmente responder a la pregunta de investigación y concluir con ciertos hallazgos y líneas complementarías para posibles futuros trabajos de investigación.

Within International Relations, Antarctica to this day is presented as the least studied continent of all, either by its geographical location, climatological conditions or by the international treaties that rule to this day and that limit human activity within its territory. The present research attempts, through a brief comparative study, to review the concept of Antarctic policy, taking as its object the National Antarctic Programmes of three nations (Argentina, Chile and the United Kingdom) in which each country registers its action plan, its deployment and connection with scientific, military, environmental, touristic topics, among others. The theoretical support is given by an interdisciplinary review of International Relations and Political Science theories; taking the school of Neoclassical Realism and the Complex Causality approach, and Path Dependence as the main grounds, and how these relate to the Antarctic policies of the three countries. Methodologically the historical events of the Austral Region from the second part of the 20th century and the beginning of the 21st century are reviewed. Official documents from the period 2014-2019 are compared and contrasted with components of the Antarctic Treaty System. Then, a content analysis of the texts studied is carried out, so that one may finally answer the research question and conclude with certain findings and give complementary lines for possible future research work.
