Las organizaciones de la sociedad civil lgbtiq+ como actores internacionales: el caso de Chile

Abstract

La literatura en los Estudios Internacionales da cuenta de nuevos actores internacionales que intervienen en el sistema internacional, más allá de los Estados. En el plano doméstico, las organizaciones de la sociedad civil (OSC) son actores que han contribuido a problematizar situaciones, y han influido en el reconocimiento de los Derechos Humanos de grupos que históricamente han sido marginados como son las personas Lesbianas, Gay, Bisexuales, Trans, Intersex, Queer más todas aquellas identidades que no se sienten identificadas con las anteriores (LGBTIQ+). En el plano internacional las acciones de las organizaciones de la sociedad civil chilenas LGBTIQ+ no han sido analizadas, no obstante que algunas de ellas han realizado planteamientos ante la Comisión y la Corte Interamericana de Derechos Humanos. Dado lo anterior, este estudio buscó visibilizar la participación a nivel regional de esas organizaciones, más específicamente de las chilenas como actores que trascienden el plano nacional en el ámbito del reconocimiento de Derechos Humanos para las personas LGBTIQ+ en América Latina. En este marco el objetivo de este estudio de caso fue caracterizar la participación de las organizaciones de la sociedad civil LGBTIQ+ chilenas vinculadas a instancias regionales protectoras de los derechos humanos de América Latina y el Caribe. Corresponde a un estudio de caso exploratorio con el uso de un método cualitativo. De esta manera, se logra dar cuenta que las OSC LGBTIQ+ chilenas que participan en instancias regionales son una minoría y que participan para que éstas protejan y garanticen aquellos derechos humanos que cada una estima es más urgente; que la participación la realizan tanto de manera independiente como a través de redes con otras organizaciones nacionales y regionales. Sumado a lo anterior, se encuentran con obstáculos para la participación de diversa índole, apareciendo en los relatos de los y las activistas entrevistados aspectos tales como los económicos e incluso barreras idiomáticas.

The literature in International Studies gives an account of new international actors that intervene in the international system, beyond States. At the domestic level, civil society organizations (CSOs) are actors that have contributed to problematizing situations and have influenced the recognition of the Human Rights of groups that have historically been marginalized such as Lesbian, Gay, Bisexual, Trans, Intersex, Queer plus all those identities that do not identify with the previous ones (LGBTIQ+). At the international level, the actions of Chilean LGBTIQ+ Civil Society Organizations have not been analysed, even though some of them have made proposals before the Commission and the Inter-American Court of Human Rights. Given the above, this study sought to make visible the participation at the regional level of these organizations, more specifically of the Chilean ones as actors that transcend the national level in the field of recognition of Human Rights for LGBTIQ+ people in Latin America. Within this framework, the objective of this case study was to characterize the participation of Chilean LGBTIQ+ Civil Society Organizations linked to regional bodies protecting human rights in Latin America and the Caribbean. It corresponds to an exploratory case study with the use of a qualitative method. In this way, it is possible to realize that the Chilean LGBTIQ+ CSOs that participate in regional bodies are a minority and that they participate so that they protect and guarantee those human rights that each one considers most urgent; that participation is carried out both independently and through networks with other national and regional organizations. In addition to the above, they encounter obstacles to participation of various kinds, with aspects such as economic and even language barriers appearing in the stories of the activists interviewed.
