La transformación político-constitucional en Suiza: representación, federalismo y participación popular en la democracia durante la segunda mitad del siglo XIX

Abstract

En esta tesis analizamos a través de un enfoque de historia política e historia conceptual las transformaciones del concepto de democracia en Suiza entre 1848 y 1891, y sus relaciones con los problemas de representación, participación y federalismo. Para ello, estudiamos nueve autores que teorizaron en este período sobre la democracia suiza y las formas de reformarla a través de mecanismos constitucionales. A saber: Karl Ludwig von Haller, Johann Caspar Bluntschli, Ludwig Snell, Paul Vital Troxler, Johann Konrad Kern, Henri Druey, Theodor Curti, Karl Bürkli y Theodor Wirz. Mostramos cómo los sentidos de la democracia en Suiza estuvieron atravesados por las tensiones entre concepciones de la democracia representativa y la directa.

In this thesis we analyse through a political history and conceptual history approach the transformations of the concept of democracy in Switzerland between 1848 and 1891, and its relationship to the problems of representation, participation and federalism. To do so, we study nine authors who theorised about Swiss democracy and ways of reforming it through constitutional mechanisms in this period. Namely: Karl Ludwig von Haller, Johann Caspar Bluntschli, Ludwig Snell, Paul Vital Troxler, Johann Konrad Kern, Henri Druey, Theodor Curti, Karl Bürkli and Theodor Wirz. We demonstrate how the meanings of democracy in Switzerland have been shaped by the tensions between conceptions of representative and direct democracy.
