Acarreo electoral en comunas rurales de Chile entre 2012 y 2021

Abstract

El presente trabajo busca determinar los distintos factores que han promovido o incidido en el acarreo electoral, entendido como la movilización fraudulenta de electores entre comunas para beneficiar a una candidatura, en comunas rurales de Chile entre los años 2012 y 2021, a la vez que pretende avanzar en una descripción más detallada de esta práctica electoral. Para ello, se utiliza en primer lugar un indicador de riesgo de acarreo creado con datos del Servicio Electoral de Chile y del Instituto Nacional de Estadísticas, su distribución geográfica y evolución en el tiempo, así como la estimación de un modelo a partir de este indicador. Luego, con la aplicación de entrevistas a residentes y electores de algunas de las comunas con mayor acarreo en Chile, la investigación avanza en el conocimiento sobre los determinantes económicos y sociales de esta práctica, destacando además posibles maneras de afrontar el problema desde la mirada de los habitantes de las comunas afectadas. Con lo anterior, se espera aportar a una mejor comprensión de la democracia a nivel local y rural en Chile, y de los desafíos que esta enfrenta. Abstract This study aims to determine the multiple factors that have influenced or promoted the electoral transhumance, understood as the fraudulent mobilization of voters between communes to benefit a candidate, in rural communes of Chile between 2012 and 2021. It also seeks to advance a more detailed description of this electoral practice. Firstly, a risk indicator of electoral transhumance is used, created with data from the Electoral Service and the National Institute of Statistics of Chile, its geographical distribution and evolution over time, as well as the estimation of a model based on this indicator. Then, through interviews with residents and voters from some of the communes with the highest electoral transhumance in Chile, the research progresses in understanding the institutional, economic, and social determinants of this practice. It also emphasizes possible ways to address the problem from the perspective of the inhabitants of the affected communes. With this, it is expected to contribute to a better understanding of democracy at the local and rural scales in Chile, and the challenges it faces.
