Chile y Guatemala: socios comerciales

Abstract

La República de Guatemala y la República de Chile gozan de relaciones sólidas y estables, a través de las cuales se han instaurado formas de comunicación, colaboración y entendimiento. Esta armonía no se traduce en relaciones comerciales dinámicas, ya que en este ámbito existe un distanciamiento entre ambos países donde una de sus características es la elevada concentración de las exportaciones guatemaltecas hacia Chile en dos partidas arancelarias, que abarcan alrededor del 80% de las recaudaciones monetarias desde antes de la entrada en vigor del Protocolo Bilateral Guatemala-Chile hasta la actualidad. Con lo anterior, se ha identificado la necesidad de generar acciones concretas para lograr dinamizar el comercio bilateral, de modo que pueda diversificarse la canasta exportadora de bienes guatemaltecos hacia Chile y se inserte una mayor variedad de productos en el mercado. El análisis de caso aborda las relaciones comerciales entre Chile y Guatemala, integrando un análisis cuantitativo descriptivo de las principales partidas arancelarias que componen la canasta exportadora de bienes guatemaltecos entre los años 2018 y 2023, cuyo resultado destaca el posicionamiento de Guatemala en estos mercados como principal exportador respecto al resto de los países o en comparación a la región. Un análisis cualitativo incorpora las visiones de los agentes clave insertos en la ejecución o el estudio del comercio internacional, esto permitió caracterizar las relaciones comerciales como distantes, con países cuyo conocimiento sobre el otro es escaso y donde existen limitaciones importantes para ejecutar la actividad comercial con celeridad. Sin embargo, se considera que es una relación naciente, donde se deben concertar acciones tanto individuales como en términos de cooperación para lograr vincular y dinamizar el comercio entre ambos países.

The Republic of Guatemala and the Republic of Chile maintain a strong and stable bilateral relation with each other, characterized by established channels of communication, collaboration, and mutual understanding. However, this diplomatic harmony has not been reflected in terms of their dynamic trade relationships, as there is a notable disparity in this area. A key feature of this trade relationship is the high concentration of Guatemalan exports to Chile in two specific tariff categories, which together account for approximately 80% of the monetary revenue from exports, a trend that has persisted since before the beginning of the the Guatemala-Chile Bilateral Protocol and continues until now. This concentration shows the need for concrete actions focused on revitalizing bilateral trade with the goal of diversifying Guatemala's export portfolio to Chile and introducing a broader range of products into the Chilean market. The study analyzes trade relationships in between Chile and Guatemala, incorporating a descriptive quantitative analysis of the primary tariff headings that constitute Guatemala's export portfolio in between 2018 and 2023. The findings highlight Guatemala's position as the leading exporter in these markets, outperforming other countries in the region. A qualitative analysis includes the perspectives of key stakeholders involved in the execution or study of international trade, which facilitated the characterization of the trade relations as distant, with limited mutual knowledge and significant barriers to the swift execution of commercial activities. Nevertheless, it is viewed as an emerging relationship in which both individual actions and cooperative efforts must be coordinated to effectively enhance and diversify trade between the two nations.
