Análisis de las Brechas en la Ejecución Presupuestaria en los Gobiernos Regionales de Chile durante el período 2020-2023

Abstract

La ejecución presupuestaria de los Gobiernos Regionales (Gores) en Chile es fundamental para el desarrollo territorial, pero enfrenta desafíos estructurales que limitan su eficiencia. Un problema recurrente es la "fiebre de diciembre", la concentración del gasto en el último trimestre del año, afectando la inversión y la planificación a largo plazo. Este estudio analiza los factores administrativos que determinan la ejecución presupuestaria de los Gores entre los años 2020 al 2023, combinando análisis cuantitativos y cualitativos a partir de datos oficiales de DIPRES, SUBDERE y el Portal de Transparencia. Los resultados muestran que algunas regiones, como Metropolitana y Maule, logran distribuir su ejecución de manera más equitativa, mientras que regiones del sur, como Los Ríos, Los Lagos y Magallanes, presentan una marcada influencia del clima, lo que repercute en la ejecución. Asimismo, la mayoría de las regiones identifica deficiencias en personal e infraestructura y la rigidez de las normativas presupuestarias se destaca como un factor recurrente que genera tensiones burocráticas. La investigación concluye que la descentralización requiere fortalecer las capacidades administrativas de los Gores, optimizar la planificación presupuestaria y establecer mecanismos de seguimiento que permitan un uso más eficiente y equitativo de los recursos públicos a lo largo del año. ABSTRACT The budget execution of Regional Governments (Gores) in Chile is essential for territorial development but faces structural challenges that hinder its efficiency. A recurring issue is the "December fever," characterized by the concentration of expenditures in the last quarter of the year, which negatively impacts investment and longterm planning. This study examines the administrative factors influencing the budget execution of GOREs between 2020 and 2023, using a combination of quantitative and qualitative analyses based on official data from DIPRES, SUBDERE, and the Transparency Portal. The results show that some regions, such as Metropolitan and Maule, manage to distribute their execution more equitably, while southern regions like Los Ríos, Los Lagos, and Magallanes exhibit a marked influence of the climate, which affects execution. Additionally, most regions identify deficiencies in personnel and infrastructure, and the rigidity of budgetary regulations is highlighted as a recurring factor that generates bureaucratic tensions. The research concludes that effective decentralization requires strengthening the administrative capacities of Gores, optimizing budget planning, and establishing monitoring mechanisms to ensure a more efficient and equitable use of public resources throughout the year.
