Racionalidades y Controversias en la gobernanza del CORECC de Valparaíso

Abstract

El estudio busca abordar el problema de coordinación de racionalidades y resolución de controversias en torno al cambio climático en la región de Valparaíso. Para ello, se escoge el Comité Regional de Cambio Climático como contexto de estudio, en donde convergen actores relevantes en la toma de decisiones de cambio climático de la región. Se propone estudiar este problema a partir de los postulados de metagobernanza y la teoría de sistemas sociales, para entender la coordinación en torno a reglas y estándares formales e informales en torno al cambio climático. Se realizó un análisis documental de las reuniones y actas del CORECC durante mediados del año 2022 y finales 2023, junto con entrevistas a actores clave. Los resultados giran en torno a la poca cantidad de controversias y la ausencia de discusión en torno a contenidos de cambio climático. Los participantes del CORECC hacen referencia a un conjunto de sinergias sobre la observación del cambio climático y las reglas del juego establecidas, donde se observa la emergencia de un arreglo de metagobernanza. A partir de esto, se analiza el arreglo de metagobernanza a partir de las dimensiones del sentido de Luhmann y los instrumentos de metagobernanza observados. Se identifica la forma en que el CORECC reduce la complejidad de su toma de decisiones limitando los temas a tratar dentro de sus reuniones.

The study seeks to address the problem of coordination of rationalities and resolution of controversies regarding climate change in the Region of Valparaíso. For this purpose, the Regional Committee on Climate Change is chosen as the context of study, where relevant actors in climate change policy-making in the region converge. It is proposed to study this problem based on the postulates of metagovernance and the theory of social systems, in order to understand the coordination around formal and informal rules and standards related to climate change. A document analysis of CORECC meetings and meeting minutes during September 2022 and December 2023 was conducted, along with interviews with key actors. The results focus on the low amount of controversy and the absence of discussion around climate change topics. CORECC participants refer to a set of synergies on climate change observation and the established rules of the game, where the emergence of a metagovernance arrangement is observed. From this, the metagovernance arrangement is analyzed based on Luhmann's meaning dimensions and the observed metagovernance instruments. It identifies how the CORECC reduces the complexity of its decision-making by limiting the topics it deals with within its meetings.
