Instrumentos de Planificación Territorial Región de O’Higgins: realidades y desafíos

Abstract

La presente investigación da cuenta del uso y la articulación de los instrumentos de planificación territorial en la Región de O’Higgins, específicamente en las comunas de Chimbarongo, La Estrella, Machalí y Rancagua. En este sentido, se observa que, en las comunas en estudio, se utilizan instrumentos de planificación territorial (tanto estratégicos como normativos), lo que representa un esfuerzo institucional por garantizar un desarrollo sostenible en el tiempo. No obstante, la falta de disponibilidad de instrumentos a nivel rural incide negativamente en la cartera de inversiones de este sector, relegando dichas acciones principalmente al nivel central, lo que provoca una desconexión con las dinámicas territoriales. En general, la investigación evidencia que existe coherencia instrumental a nivel vertical y horizontal; sin embargo, los principales desafíos se concentran en la incorporación de indicadores y en la formulación de instrumentos de ordenamiento territorial que aborden, de manera equilibrada, las zonas rurales y urbanas, satisfaciendo así la demanda creciente en este ámbito. Abstract This research reports on the use and coordination of territorial planning instruments in the O'Higgins Region, specifically in the municipalities of Chimbarongo, La Estrella, Machalí, and Rancagua. In this regard, it is observed that, in the municipalities under study, territorial planning instruments (both strategic and regulatory) are used, representing an institutional effort to ensure sustainable development over time. However, the lack of availability of instruments at the rural level has a negative impact on the investment portfolio in this sector, relegating such actions mainly to the central level, which causes a disconnect with territorial dynamics. In general, the research shows that there is instrumental coherence at the vertical and horizontal levels; however, the main challenges are concentrated in the incorporation of indicators and the formulation of territorial planning instruments that address rural and urban areas in a balanced manner, thus satisfying the growing demand in this area.
